The Construction Of Administrative Effectiveness Research In The Tianjin Donggang Station Of Exit And Entry Frontier Inspection

Administrative effectiveness is a comprehensive manifestation of government ability,efficiency,effect and benefit.The report of the 18th CPC National Congress clearly pointed out that it is imminent and necessary to deepen the reform of the government administration system,promote the transformation of government functions,provide quality public services and establish a service-oriented government.Improving the construction of administrative effectiveness is the key to building a service-oriented government,which will help to improve the efficiency of the government and improve the government's ability to govern.Exit and Entry Frontier Inspection authority as government departments,is not only responsible for safeguarding national sovereignty and fulfilling the task of serving the local economy,but also is an important window to show the image of the country.Promoting the administrative effectiveness of border inspection organs,improving the work style,improving administrative effectiveness and improving service quality are in line with the state construction of service-oriented government policy.This paper takes the relevant theory of administrative effectiveness construction as the starting point,and draws out the administrative effectiveness evaluation index of Donggang Entry and Exit Frontier Inspection from the connotation of administrative effectiveness.Based on these,we design the questionnaire and interview outline,collect data and find that Donggang Station of Exit and Entry Frontier Inspection still has several problems in personnel quality,reward and punishment mechanism,external supervision and so on.Combining"performance management","incentive theory","mental model"V"administrative effectiveness monitoring theory",and administrative effectiveness construction experience of the Hong Kong Immigration Department and the U.S.Customs and Border Protection,Donggang Station of Exit and Entry Frontier Inspection administrative effectiveness and the harbor border inspection authority should improve service capacity and service efficiency to solve practical problems.
