Research On Rural Grass-roots Small And Micro Power Standardization Operation

Rural grass-roots organizations are the basis for leading rural work.With the deepening of reform and opening up,various undertakings in rural areas in China have made great progress.At the same time,interest relations are becoming more and more complex.Abuse of power and damage to the interests of the masses by rural grass-roots autonomous organizations occur from time to time,which not only damages the relationship between the Party and the masses,cadres and masses,but also affects the harmonious stability and economic development of rural areas.Especially in recent years,with the attention of the Party and the state to the issues of agriculture,countryside and farmers,the implementation of many pro-farming policies,the economic level of rural areas has increased year by year,the disposable resources owned by rural collective organizations have increased day by day,and the power of village cadres has increased significantly.However,due to the weak legal concept of some village cadres and the constant expansion of personal desires,the crime of village cadres is prone to occur frequently in recent years.Therefore,how to regulate the operation of rural grass-roots micro-power is a very important and realistic issue.This paper defines the relevant concepts of rural grass-roots micro-power by combining the current era background,and clarifies the theoretical,practical and social significance of regulating the operation of rural grass-roots micro-power according to relevant theories:promoting the operation of small micro-power is a powerful support for transforming government functions,optimizing the operation of power,and building a transparent government;and promoting the standardization of small and micro-power.It is an important measure to crack down on corruption and build a clean government.Promoting the operation of small and micro powers is the precondition to promote the development of democracy at the grass-roots level.By using the methods of experience summary,literature study and comparative study,this paper makes a thorough analysis of the current situation of the operation of small and micro power at the grass-roots level in rural areas,and probes into the problems encountered in the operation of small and micro power norms: unclear definition of power at the village level,abuse of power by some village cadres;imperfect supervisionsystem,frequent occurrence of petty officials' corruption;deep-rooted thought of "official standard",and party spirit cultivation of some village cadres.Lack of accountability mechanism;imperfect,ineffective phenomenon is more prominent.According to the relevant theory,through drawing on the advanced experience of rural grass-roots micro-power governance at home and abroad,this paper puts forward practical solutions,with a view to providing reference for the standardization of the operation of grass-roots micro-power.
