Construction E-government Performance Evaluation System Based On The Balanced Scorecard

E-government is a new kind of government working pattern under the tendency of worldwide informationization.It's an important way to improve the efficiency of our country's administrative management.The implementation of e-government is the focus of current informationizational mission.Through e-government,we can share information between departments,integrate resource between divisions and optimize the procedure.It has a great significance in deepening the reform of administrative system,supporting the transformation of government functions,constructing the information platform of management innovation and promoting the level of service government.The key to the development of e-government lies in the performance evaluation.Only by building a reasonable and feasible performance evaluating system of e-government,can we implement e-government toward the healthy direction of standardization,intensification and efficiency.As a result,in this paper,on the basis of studying e-government performance evaluation system of countries all over the world and related literature,This paper use the balanced scorecard theory and build a e-government performance evaluation system which is suitable to our country.The goal of the e-government will be divided into four level:financial level,the customer level,internal process level and the learning and growth levels.And on the basis of the four aspects,we create 12 assessment target,19 one class indexes,34 secondary indexes and the method to determine the relative weight and assignment.So we set up an e-government performance evaluation system which is both of different levels and comprehensive.Furthermore,this paper introduced the construction of the WEIYANG district's e-government,which is in the XIAN city.And then the e-government performance evaluation system which is created by the paper is adopted to assess the e-government construction of the WEIYANG district.Finally the conclusion is that the WEIYANG district's construction of e-government obtained great achievements,but also with huge deficiencies.On the basis of all above,we summarized the paper and give some suggestions to the constructions of WEIYANG district's e-government...
