Research On The System Of Liaoning Provincial Government Performance Evaluation

Performance evaluation has broken through the areas of business management as a new type of management tool, which began to be used in government and non-governmental organizations and has achieved good results. Government Performance Evaluation plays an active in integration of government resources, improved public services and cohesion of the people. The continuous improvement of gocernment performance evaluation is an important content of our country's social reform, and it is also an indispensable part of democratic political constructiont.In the recent years, Performance management and evaluation of our government have received attention and support of senior leaders, academic circles and practitioners, which is continue to promote the use and innovation. Gvoernmnet performance ecaluation have received more higher attention with the continuous deepening of China's economic reform .Index system is core issue In the government performance evaluation system, the set of performance indicators decide the main content and direction of government work.This paper start from the situation of Liaoning provincial gocernment performance evaluation.which under the direction of scientific decelopment view, optimization designed evaluation index system, using Analytic Hierarchy Process method to determine the weight of individual indicators, quantitative evaluated Liaoning Provincial government performance by using Data Envelopment Analysis and satisfaction degree evaluation model, and empirical analysised shenyang government performance of Liaoning province.This paper contains seven parts. First, explained the meaning and assessment methods of government performance evaluation. Second, analyze the government performance evaluation situation of Liaoning pronvince and our country, and find out existing problem which in them. Third, sum up the experience of domestic and foreign government performance evaluation reference.
