| As a new democratic form of democratic politics with Chinese characteristics,China's deliberative democracy combines the Marxism theory of multi-party cooperation,the theory of democracy,the theory of the United front and the mass line of the Communist Party of China with the revolution,construction and reform of actual practice in our country.It plays an important and profound role in the construction of democratization in China.The construction of China's consultative democracy is the key to develop and persist in consultation and democracy.The report of the 18 th national congress of the communist party of China fully affirmed the socialist consultative democracy as an important form of realizing people's democracy and put forward the construction of socialist consultative democracy system.On this basis,the 18 th Central Committee of the Communist Party of China's third Plenary session puts forward the specific requirements about extensive and multi-level consultative democracy construction and made important strategic arrangements.The fourth Plenary session of the 18 th CPC Central Committee pointed out that we should strengthen the rule of law,realizing institutionalize and legalize democracy.It is the key to ensure people's democracy.The report of 19 th CPC National Congress further puts forward the strategic task and basic path of the construction of consultative democracy with Chinese characteristics in the new era,and clarifies the forward direction of deliberative democracy with Chinese characteristics.Under this background,it has a great theoretical and practical value to study the institutionalization construction of deliberative democracy.At present,the process of socialist modernization in our country has been speeding up,and the great changes in social structure,pattern of interests and values all require the modernization of the national governance mode.Deliberative democracy can fully resolve differences,build consensus and solve problems brought by social development.Based on this,in the process of deliberative democracy practice,we should find out its basic connotation,accurately analyze the problems and reasons in the process of its development,and study how to make it realize the systematic development in keeping pace with the times.It is a theoretical and practical question that must be answered in the development of our country's consultative democracy.This article studies China's deliberative democracy from the "institutionalized" construction.It discusses the inner relation of our country's deliberative democracy system and the government's credibility on the basic of combing the theoretical basis,basic connotation and development course of China's consultative democracy.While affirming the great achievements of the development of deliberative democracy in China,the author points out the problems that still exist and analyzes the main reasons.The main goal of this paper is to promote the credibility of the government,and adheres to the principle of procedural justice and explores the countermeasures for the institutionalization of deliberative democracy in China.The last part focuses on the modern value of the consultative democracy with Chinese characteristics,which is helpful to foster social and cultural environment of deliberative democracy,realize "three fair",promote the development of deliberative democracy's extensive multi-level and enhance the government's credibility.The deliberative democracy gradually sublimated from a form of democracy into a kind of democratic system,deepen the understanding of the political construction of socialism with Chinese characteristics,and embodies the strategic plan of the Party and the state to promote the political development of socialism with Chinese characteristics. |
