Research On The Problem Of Grassroots Abnormal Petition Governance

With the acceleration of China's social transformation process,various social contradictions and disputes have become prominent,and with the gradual improvement of the people's awareness of rights protection,some petitioners have conducted abnormal petitions which is violation of the Letters and Visits Regulations in order to achieve personal goals.At the grassroots level,due to the pressure of maintaining stability,most of their energy is used for the persuasion and repatriation of abnormal petitions.It is more and more difficult to deal with and resolve problems.There has never formed a benign and efficient mechanism to governance abnormal petitions,so that it is impossible to fundamentally solve the problem of frequent abnormal petitions.As a county-level city in Henan Province,R County entered the throes of the transformation and development in recent years.A large number of problems and demands poured into the petition channels,the situation of non-normal petition is grim,but it finally achieved from chaos to governance,in the grassroots abnormal petition governance is very representative.This paper chooses R County as the research object,comprehensively uses the literature research method,the empirical research method and the case analysis method and so on,attempts in the management theory support,explores the governance path of optimizing grassroots abnormal petitions,in order to provide the reference and the suggestion for the Chinese county domain abnormal petition management.By analyzing the general situation of abnormal petition in R County,this paper expounds four kinds of manifestations of abnormal petition and summarizes the experience and main measures of abnormal petition management in R County.Based on the case analysis,there are some problems in the management of abnormal petition in R County,such as imperfect governance mechanism,responsibility consciousness of the main body of governance,increasing difficulty of governance and the insufficiency of governance rule of law.The reasons for these problems include the potential problems of social development,which lead to abnormal petition management,the mismatch of cadres' level and management demand,the imperfect construction of grass-roots and the difficult change of masses' ideas.Based on the theory of diversification and diversification of governance subjects,this paper proposes to optimize the management of the abnormal petition from four aspects: from the source prevention mechanism,the problem-handling mechanism and the incentive mechanism,to perfect the system mechanism of social contradiction governance,to form the multi-subject governance mode of department linkage management,professional talents cooperating with governance and mass autonomy.By carrying out petition propaganda and moral education to cultivate a good social atmosphere,to exert the rule of law of the abnormal petition governance is to speed up the petition legislation,clear the legal position and standardize the petition behavior.
