Study On The Problems And Countermeasures Of Stability Maintenance Of Petition In X Town Of M County

China’s petition system is a system design with the most Chinese characteristics.It is an important bridge for the Party and the government to contact the people,a window to listen to the voices of the people,and an important way to observe the sufferings of the people.It is of great significance in safeguarding the legitimate rights and interests of the people,solving the reasonable demands of the people,and promoting social harmony and stability.In recent years,the number of grass-roots government petitions in China is high,there are sometimes extreme petition behavior,and even leap over the visit,repeated petitions and other phenomena,extreme petition behavior,even leapfrog visits,repeated petitions,into the "more stable more unstable" deadlock.As the starting point of the problem of letters and visits,the good and bad handling of letters and visits are related to whether the stable development of society.In the new era,we should not only focus on economic development,but also on social stability.How to do a good job of grassroots public letters and visits to maintain stability,and strive to resolve the problem of letters and visits in the "first level",to ensure stability in the area has become the primary work of the grass-roots government departments.Based on the perspective of social safety valve theory and social governance theory,this paper takes the petition work of X town,M County as the starting point,and conducts in-depth research on the stability maintenance work of the local petition work.First of all,This paper puts forward relevant concepts and theoretical basis analysis on the basis of literature reference,and then explains the historical evolution,operation,working conditions,practices and results of x town in m county,and the problems found in the stability maintenance work of petition in X Town are summarized.Then from the complaint problem solution,transfer authority,the manner in which visitors are received,complainant psychological analysis,concluded that M county X town reporting stability work reporting department responsibility dislocation,letters disturbing backlog difficult to resolve,line staff enthusiasm is not high,stability pressure,interest v.high cost,the masses leadership serious problems.And analyzing the causes behind the problem,it is mainly due to the flaws in the design of the petition system,the lack of a reasonable evaluation and incentive mechanism,the inadequacy of the construction of the petition talent team,the lack of awareness of government departments to govern according to law,and the lack of the legal concept of the general public.Finally,from the source to prevent the problem of letters and visits,strengthen the work mechanism of letters and visits to maintain stability,improve the legal response mechanism,innovation grass-roots government mediation mechanism,improve the coordination mechanism.
