Evaluation Of County Party Committee's Patrol Problems

Since the 18 th National Congress of the Communist Party of China,the inspection work has been listed as one of the important grasps to strengthen the construction of the Party's style and clean government.At the same time,the Party Central Committee,with Secretary Xi Jinping as its core,has made a series of important decision-making arrangements for strengthening and improving the inspection work.In August 2016,our Party first proposed to carry out city and county inspection.Subsequently,the Sixth Plenary Session of the Eighteenth Central Committee of the CPC deliberated and adopted the Regulations on the Supervision within the Party of the CPC,which gradually standardized the system.In July 2017,the contents of the Regulations on the Patrol Work of the Communist Party of China(CPC)have made some adjustments,mainly making clear regulations on the patrol work of the Party committees at the municipal and county levels.At present,the inspection work at the grass-roots level,as the expansion and extension of the inspection work of the central and provincial Party committees,has become an important means to strictly govern the Party in an all-round way.Taking the inspection work of S County as an example,this paper points out the problems existing in the inspection work of S county from the aspects of the present situation of the inspection work,the operation of the inspection mechanism and the effectiveness of the inspection work.It also deeply analyses the causes of the problems,and reveals the problems by combining the theoretical knowledge of public management with the investigation and practice of the inspection work at the county level:(1)From the basic level of tourists.Looking at the environment,the development of inspection work is more hindered by "human feelings";(2)from the perspective of inspection itself and the objects being inspected,the power conferred by inspection functions breeds a hotbed of corruption;(3)from the perspective of political system and organizational structure,discipline inspection and supervision institutions at the municipal and county levels are led by the Party committees at the same level,the government,and discipline inspection and supervision at the higher level.The leadership of the inspection organizations,inspection work is generally local inspection,inspection and supervision to a certain extent will be some interference and hindrance.In order to truly realize the purpose of inspection and achieve the effect of inspection,the inspection of county Party committees must break away from the system category of inspection system.Considering the characteristics and reality of inspection work,the bottlenecks and obstacles in the inspection work at the grass-roots level should be truly solved from the aspects of organization,implementation,methods,team building and institutional mechanism improvement.It lays a good foundation for the extension of strict Party governance at the grass-roots level in an all-round way.
