Research On Effectiveness Evaluation Of Patrol Work In Z City

Inspection is an important means and strategic institutional arrangement of inner-party supervision,an extension of inspection in cities and counties,an important means of supervision over grass-roots party members and cadres,and can promote the improvement of governance efficiency.The Fourth Plenary Session of the 19 th CPC Central Committee stressed the need to coordinate and link up discipline,supervision,dispatch and patrol supervision,take innerparty supervision as the leading role,and organically connect other supervision systems.In terms of specific practice,the patrol work has played a strong supervisory role in grass-roots party organizations,is conducive to curbing corruption and unhealthy tendencies around the masses,and is of great significance in promoting the implementation of the decision-making and deployment of the central,provincial,municipal and district party committees and strengthening the construction of grass-roots party organizations.This paper takes the overall strict governance of the party as the background,takes the patrol work of Z City as the research object,from the perspective of optimizing the patrol work,from the inner-party supervision theory,collaborative governance theory and information asymmetry theory,analyzes the patrol work by using the research methods of literature analysis,analytic hierarchy process and questionnaire survey,and summarizes the existing problems of the patrol work of Z city,And put forward optimization strategies to further improve the innerparty supervision system.Z City started its patrol work earlier,established a city and county level patrol team,established a patrol work leading group and constructed the patrol work process,and achieved results in optimizing the work process,combining supervision and investigation,compacting the overall responsibility of patrol,strengthening supervision and blocking management loopholes.Based on the principles of comprehensiveness,reliability and applicability,this paper identifies the evaluation indicators of Z city’s patrol work,constructs an evaluation model of Z city’s patrol work around the top-level design,standard improvement,patrol team construction and patrol coordination deployment,evaluates the effectiveness of Z city’s patrol work by using analytic hierarchy process,and obtains that Z city’s patrol work is at the "qualified" level,The index score of patrol team construction is at the "poor" level,while the scores of top-level design,planning improvement and patrol collaborative deployment indicators are basically at the "qualified" level,indicating that the patrol work of Z city still needs to be further improved.Based on the evaluation results of Z city’s patrol work and combined with the actual situation of Z city’s patrol work,this paper summarizes the problems existing in Z city’s patrol work,which are embodied in the incomplete top-level design,the insignificant role of planning improvement,the insufficient construction of patrol team and the inadequate coordinated deployment of patrol.The reasons for the above problems are that the ideological understanding is not in place,the planning is not paid attention to Ability and quality barriers and insufficient institutional support.According to the problems existing in the patrol work of Z City,this paper puts forward specific strategies for improving the patrol work,including strengthening the top-level design,standardizing the patrol system,strengthening the construction of patrol team and strengthening the coordinated deployment of patrol,puts forward strengthening the system construction,scientifically setting plans and strengthening the publicity of patrol atmosphere in the top-level design,and puts forward improving the patrol methods and methods in the aspect of normative improvement Comprehensively and deeply explore problems and strengthen the construction of responsibility system.In terms of patrol team construction,it puts forward scientific allocation of patrol personnel,improving the ability and quality of patrol personnel,standardizing the management of transferred personnel and strengthening the training of full-time patrol personnel.In terms of coordinated deployment of patrol,it puts forward clues to deepen the comprehensive application of patrol results,thoroughly rectify patrol problems and scientifically deal with problems.By improving the effectiveness of patrol work in Z City,establishing patrol system,strengthening the construction of patrol team and promoting the coordinated deployment of patrol work,the effectiveness of patrol work can be improved and provide experience and basis for other cities and counties to carry out patrol work.
