Research On The Action Logic Of Township Government In Precision Poverty Alleviation Under The Background Of Project System

In the past 30 years of poverty alleviation in China,the state has continuously increased investment in poverty alleviation work,and proposed corresponding governance requirements and poverty alleviation policies in response to the changing poverty situation.Under the current strategic goal of "building up a well-off society in an all-round way in 2020",put forward "precise poverty alleviation" in response to the "targeting omissions"existing in poverty alleviation in the past,and put forward new requirements for poverty alleviation work at this stage.However,in practice,the precise poverty alleviation of rural society operating in a project-based manner still has the problem of "targeting omissions" in its implementation.This paper starts from the project production as the starting point of the research,analyzes the reasons for the paradox between the expression and practice of the precise poverty alleviation system through the investigation of the specific implementation process of poverty alleviation projects in rural society,and discusses the action logic of the township government in the implementation of poverty alleviation projects.The impact of this action logic on the implementation of poverty alleviation projects provides a new perspective for the study of precision poverty alleviation from the perspective of project system,and also provides academic support for China to building up a well-off society in an all-round way in 2020.This paper puts the process of poverty alleviation resource allocation and implementation into the field of rural society,and takes X town of Jiangcheng County in Yunnan Province as the research object,and analyzes the specific operation and strategic choice of the township government in the implementation of industrial poverty alleviation project.Therefore,it analyzes the action logic that affects the implementation of poverty alleviation projects by township governments,and explores the reasons that affect the poverty reduction effect of poverty alleviation projects.The study found that the implementation process of the township government in the poverty alleviation project is not a simple "top-down" implementation process in accordance with the operational logic of the project system,but a process of passing its own development intentions and interests to different actors.The practical process of strategic choice under "cooperation" and "game".When the project is applied,it will meet the development goals of the superiors,the bundling of interests when the resources are mobilized,the elite dependence in the project implementation,and the conspiracy of interests during project acceptance.It reflects the strategic choice of township governments in the face of the tension of weakening power and rigid poverty alleviation,making the poverty alleviation project violate the state's intention to govern poverty in poverty.In addition,influenced by the limitations of the project system itself in poverty governance,it also makes the poverty alleviation project show the characteristics of "de-governance" in the specific implementation process,and finally makes the poverty alleviation work in China appear in the rural practice.Rolling up the trend.Therefore,how to break through the governance limits of the project system in poverty alleviation,how to improve the governance ability of township governments in poverty work,and change the structural position of poverty groups in the precise poverty alleviation at this stage is the realization of precise poverty alleviation strategy in China at this stage.A key issue that must be addressed in a goal.
