Research On Normative Management Of Auxiliary Police Force Of Public Security Organs In Haikou City

Auxiliary police officers are employees who provide auxiliary support for the work of public security organs.At present,there are about 4 million auxiliary police personnel in the country.The vast majority of the auxiliary police are fighting in the hard and busy front lines,assisting the public security organs to play an important role in maintaining social security,stability,prosperity and other aspects,and has become an indispensable and important force of the public security organs.However,such a large police force that assists the civilian police to directly participate in law enforcement and is closely related to the interests of the people has not yet been standardized by a special law and regulations.The relevant management system is relatively deficient and the content is relatively extensive.There are also a large number of auxiliary police officers in Haikou city where I work and live.Like the National auxiliary police force,the auxiliary police officers in Haikou city have made great contributions to the safety,harmony,civilization and progress of Haikou city,but there are also many problems that need to be studied and solved.The purpose of this thesis is to find out the current situation of the assistant police force management in Haikou city,find out its existing problems,and put forward some countermeasures and suggestions to improve the assistant police management in Haikou on the basis of the advanced experience of the overseas.This paper takes the management of the auxiliary police force in Haikou city as the research object,takes the administrative organization theory,the non-growth improvement theory of the police force,and the target management theory as the theoretical basis,and uses related research methods such as literature research method,historical research method,comparative analysis method,and empirical analysis method.Based on the field investigation and questionnaire survey of the management status of the Haikou City Auxiliary Police Force,It has identified six problems in the management of the auxiliary police in Haikou City:lack of management system,messy recruitment mechanism,extensive management methods,insufficient protection and incentives,weak supervision and assessment,and low social identity.Based on the advanced experience in the management of the Auxiliary Police in the United Kingdom,the United States,Singapore,HongKong,China,and Taiwan,China,the paper puts forward some countermeasures and suggestions for improving the management of the Auxiliary Police in Haikou,and forms some innovative results.It has a certain theoretical and practical significance.The author believes that the development of the auxiliary police force in Haikou City has much to offer in terms of improving the system,improving the recruitment mechanism,improving management methods,strengthening safeguards and incentives,increasing supervision and assessment,and enhancing public recognition.It is hoped that the study of this paper can provide some theoretical reference for the standardized management of the auxiliary police force in Haikou City and even Hainan Province and strengthen the protection of the relevant rights and interests of the auxiliary police force.
