A Study On The Identification And Optimization Of The Urban Residents' Low Insurance Groups In Datong

The development of urban residents' low insurance system means the transformation of urban social assistance in China.It provides the necessary economic support for the low income population of the city,and guarantees their basic right to survive and develop.The minimum life guarantee system of China's social security system is the most basic one "protection",is very important to reveal the effect.However,some factors will restrict the development and implementation of a system,and with the development of market economy,increasing employment,recessive recessive income,while income verification,become more and more difficult,more and more false pianbao every kind of problem is becoming more and more serious.This caused social discontent,resulting in the waste of government finance and labor,thus affecting the development of the system of low insurance.Therefore,it is very important to strengthen the innovation of the system of low insurance system and explore the way to improve the system management of low insurance.Although the experts and scholars in China put forward the advantages and disadvantages of the existing urban minimum living standard system,they also put forward different views and suggestions on the development of urban minimum living standard from the aspects of the system,mechanism and management of the minimum living standard.However,for some of the minimum living standard system,the standard analysis is not very comprehensive.Especially from the micro perspective,there are some deficiencies in the minimum assurance standard and the scientific identification of the minimum insured object.Datong constantly improves the level of basic livelihood security,and based on meeting the needs of basic protection of civil servants,according to the principle of "protecting basic,covering extensively and urgent difficulties",we strive to improve people's livelihood security system and formulate clear standards.But it still faces a series of problems,such as the imperfect system mechanism and the unclear identification of the object.Therefore,the continuous improvement of the social security system plays a very important role inmaintaining the normal order of the society.In this study,the R District of Datong as an example,through the relevant research and theoretical basis of domestic and foreign scholars refer to in the system of subsistence allowances for urban areas,by using methods of statistics,questionnaire survey and field interview combined,combined with the author's practical work experience,analyzes the current status of urban residents in Datong guaranteeing system.According to the basic characteristics,family structure,economic status,and the minimum standard of living allowances finds that five aspects of survey of the minimum living guarantee of urban residents in R District,that there are four aspects: the minimum security system of city residents is not Yingbaojinbao,identified in the applicant's family economic property,also there are some difficult problems of city residents minimum allowance is low,the lack of city subsistence allowances system cannot fully play a supervisory role.In view of the problems that four reasons: the system of relevant laws and regulations to guarantee the poor defects of interest,the minimum living guarantee of residents of the city is not perfect,low premium investment ability and the quality of urban workers cannot exist financing gap and social security is adequate.For further analysis,draw lessons from domestic other city urban residents minimum living security system identification experience standard,from Shanghai City,Wuhan city and Chongqing city residents,through careful comparison,the minimum living guarantee for urban residents in the selection,to formulate standards to draw some inspiration.Finally,combined with the problems existing in the operation of R District in Datong,five suggestions are put forward: improving relevant laws and regulations,accurately identifying the minimum insured objects,establishing the minimum standard of insurance scientifically,and building employment assistance service system.Through these suggestions,we can make the urban minimum living standard system reflect its proper value,improve the urban social security system,provide more jobs and reduce the low-income population.
