The Investigation And Study On The Living Security Of Urban Low-Security Residents In Dalian City

Urban Low-security system means the lowest living security of townsman, which are collectively referred to as Low-security system with that in rural. The enactment of Low-security system, based on the established "three security systems", including the subsistence security system for the laid-off workers of the state-owned enterprises, unemployment insurance and urban subsistence allowances system. It is one of the most important parts in social assistance system, which promotes the social harmony, as the last "security net". Those covered in the Low-security system are called "Low-security Residents ". The Low-security residents as the research object, based on actual living situation of the low-security residents in Dalian, in this paper Low-security residents living Security has been researched in-depth by collecting and analyzing the various historical data in the past10years of Dalian.First, based on the study on the relevant documents involved in the current domestic low-security policies and social assistance at home and abroad, by means of questionnaire and interview, the data of low-security allowance, medical assistance, employment insurance and housing support are collected and analyzed, which surveyed the overall situation of the living Security of the low-security residence in Dalian. Secondly, the results of the questionnaire and the problems presented in the interviews are compared and analyzed. The major problems are listed which Dalian urban low-residence are facing, i.e. the problems and the reasons restricting the improvement of their living security. Combining Dalian actual situation with my working experience, the paper illustrates the inefficiency of the low-security fund, the medical assistance system’s lacking of the target, the employment incapability of the low-security residence, and their development difficulties resulting from the social rejection. Finally, combined with the three theories of social stratification, social assistance and social harmony with Dalian actual situation, the proposals are put forwarded in the paper on emphasizing social security system, improving medical security, encouraging the employment and reemployment of the low-security residence, and improving management Security.Focusing on the analysis and research on the living Security of Dalian urban low-security residence, the paper is aiming at improving the social security support for the low-security residence and their living Security, and providing reference for improving the city’s low-security work and promoting the city’s harmonious and stable development. The feature of the paper is combining the survey data, collected in the questionnaires and the interviews conducted by the author in person, and the problems encountered in the daily work. Considering the basic material necessities of the low-security residence, and the spiritual and cultural needs as well, the comprehensive proposals are put forwarded, which may be of some reference to the similar area.
