A Study On Operation Of Minimum Living Security System For Urban Residents In Taiyuan

In1999, the State Council issued a document called Subsistence Allowances for UrbanResidents Regulations which has established as a legal system and symbolized the subsistenceallowances for urban residents in our country. The Regulations marked a new legalized level. In1997, Taiyuan took the lead in promulgating and carrying out the minimum living security systemfor urban residents and exploring the improvement in practice. This system shows that theestablishment of the minimum living security system plays a very important foundational role topromote economic development and social stability, especially in the basic right to survival,maintaining the legitimate rights and interests of masses at the bottom of the society, adjusting thesocial redistribution.This paper, taking Taiyuan as an example, analyzes the operation of minimum living securitysystem for urban residents in Taiyuan by using the methods of combination of theory and practice,comparision of numbers and tables. On the basis of fully affirming the achievements, the papermakes a deep analysis the causes of problems and challenges like the system’s shortcomings,mechanism, system, capital, personnel, supervision. To further improve the minimum livingsecurity system for urban residents, the paper puts forword some suggestions.
