Study On The Standard Of Minimum Living Security For Urban Residents In Shanxi

The proposed eighteen Chinese has entered a socialist new era,should play a better role in the fallback to protect and improve people's livelihood in the fruits of reform and development,let more and more equitable benefit the poor people and every civil service object,to ensure that in the great cause of building well-off society comprehensively,not one of the difficulties of the masses behind.Since eighteenth Century,the minimum living security system of urban residents plays an important role in ensuring and improving the livelihood of the people.The minimum living standard as an important part of the minimum living security system,the standard is reasonable or not directly affect the minimum living security system is fair and effective,too high will increase the financial pressure,the system can not achieve the goal of the first set,and then help groups affected by the basic living security,arouse social contradictions,is not conducive to the harmonious and healthy the development of the society.Therefore,it is of great significance to explore the standard of urban minimum living standard.Through the method of literature reading and interview,this paper concretely understands the development of urban low insurance system in the whole country and Shanxi province.Taking Shanxi as the research object,the development process of urban low insurance in Shanxi province is mastered in detail by the qualitative analysis method.By using the method of quantitative analysis,using 2012 to 2016 data,through horizontal comparison and vertical area time series comparison,using relative indicators that the minimum wage income replacement rate,city residents minimum living standard per capita disposable income replacement rate,the number of security in Shanxi Province,city residents of the minimum subsistence guarantee system for the generation rate of consumer spending the security situation,the standard is described,found that Shanxi province is now the lowest living security system of city residents,at the same time,using the method of principal component analysis to explore the impact factors of province city living standard.Using the extended linear expenditure method to measure the 2013-2015 years of Shanxiprovince city minimum living standard theoretical value,compare the actual value and the theoretical value,analyzes the disparity,found that Shanxi province is now the lowest living security system of city residents city minimum living standard is low,the lack of security level,measure the various basic needs and from the theoretical value.Shanxi provincial finance supply situation analysis on the rationality of the theoretical value.Objective countermeasures are put forward to further improve the minimum living guarantee system for urban residents.The standard problem simulates the linkage adjustment mechanism of the minimum living standard of the city,and expects the minimum living guarantee system of Shanxi province to run smoothly.There are two innovations in this paper.First,when describing the current status of the urban minimum living standard in Shanxi Province,we use SPSS clustering to select four provinces and cities which are similar to those of Shanxi Province,and introduce relative indicators,which is conducive to a comprehensive and detailed analysis of the current situation of Shanxi's minimum living standard.Two,we put forward three adjustment modes of minimum living standard,that is,linkage with the consumer price index,the linkage with the per capita income level,and the proportion of the consumer price index and the per capita income ratio,so as to provide suggestions for making a more scientific adjustment of the urban minimum living standard.
