Research For The Maritime Search And Rescue Emergency Management In Hebei Province

Maritime search and rescue is an important part of national public emergency management.Hebei Maritime Search and Rescue Center is a provincial-level search and rescue center under the China Maritime Search and Rescue Center.The director of the center is the vice-governor and the executive vice-director is the director of the Maritime Bureau.The director of the municipal search and rescue center is usually a deputy mayor.The maritime search and rescue emergency system at the national,provincial and municipal levels has formed a maritime search and rescue pattern in which the government is the leading force,Unified coordination of maritime search and rescue center,the professional rescue force and Other search and rescue forces in the maritime sector jointly search and rescue.Search and rescue system has basically taken shape,but there is still room for improvement in search and rescue emergency management.There are some problems in dividing the responsibility areas of search and rescue under administrative jurisdiction,such as unscientific areas,inadequate coordination ability of search and rescue,low participation of social forces,low utilization rate of professional rescue forces and so on.With the rapid development of port economy in Hebei province,the traffic flow of ships entering and leaving the port increases rapidly,which also brings a series of problems,and puts forward new issues,such as how to deal with maritime emergencies in maritime search and rescue work in Hebei province.Under the new situation,it has become an important and arduous task for the maritime search and rescue departments to guard against and resolve the risks of maritime emergencies brought about by the rapid development of maritime transportation,to innovate the emergency response capability of maritime search and rescue in Hebei Province,and to better resolve all kinds of maritime emergencies.This paper attempts to study the present situation of maritime search and rescue in Hebei Province,draw lessons from public management,new public management,new public service,crisis management and public crisis,and on the basis of absorbing the advanced management experience of maritime search and rescue in western developed countries such as the United States,Britain and Japan,deeply analyze the maritime search and rescue in Hebei Province.On the basis of the existing problems in emergency management and the goal of promoting common service and public management,this paper analyzes the factors affecting maritime search and rescue workers in view of the insufficiency of professional search and rescue forces,how to increase the participation of social search and rescue forces,how to rationally utilize professional rescue forces,and how to scientifically plan search and rescue sites.The impact of this work,to find out the corresponding countermeasures to solve the various problems;Hebei Province jurisdiction maritime emergency analysis,infrastructure and rescue team building,improve the ability to respond to emergencies and other issues are described,from the practical level to make a more in-depth discussion and research.
