Research On The Maritime Search And Rescue Mechanism In Dongying City

Since 2013,the economy of Dongying Port has developed rapidly,and the frequency of entering and leaving port for the ships carrying oil,gas and other dangerous goods has increased obviously.For Dongying-Lushun route and Yellow River tourist route,hundreds of thousands of passengers could be transported each year,which brought great challenges to the maritime search and rescue.At the same time,the sinking accidents of “Years” and “Star of East”occurred in recent years have attracted more and more attention on maritime search and rescue from society and media.From the current situation of maritime search and rescue of Dongying,Since the establishment of the Dongying City Maritime Search and Rescue Center,each unit of the center is very serious and responsible,close cooperation with each other,and actively participate in the search and rescue operations,and achieved excellent results.In the year 2016,the number of people who were in distress was 37,and the search and rescue success rate was as high as 92.5%.At the same time in the search and rescue process also emerged many advanced individuals,their deeds are very moving.However,some problems are still very prominent,such as investment is inadequate,search and rescue forces cannot match the development of the port,the strength of social assistance is not given full play,and so on.Therefore,how to prevent and avoid the risk brought by maritime transport in Dongying area,strive to improve the maritime search and rescue mechanism in Dongying,properly dispose dangerous case and emergency in the area,and save more lives,is an urgent mission faced by the maritime search and rescue work of Dongying.In view of this,this thesis starts from the theoretical and empirical aspects,and analyzes the problems existing in the search and rescue mechanism of Dongying City.The detailed analysis is as follows: The first chapter introduces the background and significance of this study,and elaborates the theory cited in this paper.The second chapter elaborates the current situation of maritime search and rescue at home and abroad.The third chapter analyzes the current situation of the search and rescue work in Dongying City,mainly analyzes the basic situation of the sea area in Dongying City and the development of maritime search and rescue work,and finds out what problems exist in Dongying City's current maritime search and rescue mechanism.In the fourth chapter,some cases of search and rescue in China,especially in Dongying City,are analyzed,and the experience of foreign search and rescue is analyzed.The fifth chapter is based on the problems existing in the search and rescue work of Dongying City,and draws lessons from the advanced experience at home and abroad,and puts forward the corresponding countermeasures to perfect the maritime search and rescue mechanism of Dongying City.The main conclusions of this paper are as follows: Firstly,the early warning mechanism in Dongying City's maritime search and rescue work is not perfect,not only need to expand the scope of early warning,but also should be incorporated into the mechanism of maritime daily supervision.Second,the rapid development of Dongying Port,the existing search and rescue forces have been unable to meet the search and rescue needs.Need to continue to strengthen the search and rescue forces.Again,in the search and rescue process,the degree of social assistance to the rescue is too low.Can be from the legislation,incentives,logistical support,publicity and other four aspects of its guidance and strengthening.Finally,all kinds of talent is too scattered,through the construction of talent pool,the organization of various types of personnel for regular training,etc.to promote personnel exchanges,improve the overall quality of search and rescue team.
