In recent several years,issues such as land acquisition and demolition,social welfare inequity and collective crime in economic area have resulted in an increase in the number of petitions.Police Department of City A has to confront and control an increase number of personnel who may become a threat to the social stability.The corresponding workload has also been increasing as well.How to effectively and efficiently apply information system to manage this kind of threat becomes critical to avoid social unrest.But for a long time,the information management system used by public security departments regarding people as a threat to social stability was still in the stage of only information storage and statistics.This current system cannot further process information.It is difficult to meet the increasing needs in management capability of susceptible personnel to avoid social unrest.Therefore,It is an important task for the public security departments to apply the right information management methodology to establish an information management system for City A and to practically apply at work in daily basis in the new era.This paper starts with the theory of information management system and the characteristics of public security information management,and studies the information management of City A.First of all,it takes research on the management of personnel involved in social stability in City A,including the establishment of the organization,staffing,business process and the use of M information system,especially a full range of analysis of the M information system.Through the research,it is found that the M information system can store and count the information of personnel and events involved in social stability.However,the further integration of information,processing and reprocessing can not be completed,which basically rely on the subjective judgment to achieve,to a large extent increased the workload of personnel management.Secondly,construct a new S information management system.In view of the problems existing in the information management of personnel involved in social stability in City A,in the form of questionnaire and discussion,Understand the needs of the Council,and the Bureau of the police station and other staff involved in the information management work personnel stability,redesign and plan the information management process of personnel involved in social stability in City A;construct a new S information management system of personnel involved in social stability,which can basically have the real-time comparison between personnel involved in social stability and resources of public security information database,and achieve function of semantic information database keyword extraction.The construction of the information system provides a new method for the control by personnel involved in social stability and the early warning of a major event in City A.
