Study On Construction Of Flattened-Policing Command Mode In Shenyang Railway Police Department

Flattened-policing command mode is new type of policing command mode implemented from top to bottom of Ministry of Public Security in accordance with the real working and people' s objective needs.It requires us to upgrade and strengthen hardware constantly to gradually realize flattened-policing command.In recent years,construction of flattened-policing command mode of local police department has generally achieved initial results,and the application of flattened-policing command mode in some parts of the country has been quite advanced.It can effectively deal with features of illegal and criminal events like science and technology,dynamic,and informatization;preventing threats of violent terrorist crimes;efficiently cope with all kinds of unexpected case(incidents).However,compared to local police departments,the construction of command center in Railway Police Departments and R&D as well as application of flattened-policing command mode are falling behind.They are unable to adapt to the real working needs and protect the securities of life,property of passengers as well as maintenance of railway transportation in new normal ways.In this paper,the author studies in the perspective of Shenyang Railway Police Department by using survey research,comparative research and literature research methods.The author also studies with full analysis about the necessity and feasibility of flattened-policing command mode in Shenyang Railway Police Department,and explores the constructive path of flattened-policing command center.It pointed out many problems that ideas and concepts of current policing command mode can not keep up with the requirements of actual combat,the leading position of command center in policing command action is not clear,there is still huge potential to tap in video monitoring system,many mechanisms are needed to regulate,insufficient degree of specialization and other issues.In this study,there also included flattened-policing command mode can solve problems above effectively and improve overall qualities of teams.In the constructive path,the author put forward clear construction principles,establishment of the core position,relying on scientific and technological power,mechanism improvement,strengthening team building to fit the reality as well as demands of higher levels.It provides a useful reference for the Shenyang Railway Police Department command center for construction work of flattened Policing Command Modes.
