Research On The Working Mechanism Of "Integration Of Intelligence And Command" In The Public Security Organs

In recent years,the national public security organs have been carrying out the relevant document requirements of comprehensively deepening the reform of public security,and continuously exploring the modern police operation mechanism.As the significant department of the public security organ and the key department of practicing "intelligence-led policing" concept,the comprehensive intelligence department should also comply with the reform trend and improve the comprehensive intelligence work.At present,there are many deficiencies in the working mode of the comprehensive intelligence department,which leads to the passive and impractical operation of the comprehensive intelligence department.Under the guidance of the ministry of public security's intelligence center,some regional comprehensive intelligence departments seek to explore the work mode of "integration of intelligence and command" and try to walk out of the development predicament.However,due to the lack of relevant theoretical guidance,it's uneasy to attempt "integration of intelligence and command",and there are many problems in practice.By using the basic principles of Synergetics and on the basis of the development dilemma of comprehensive intelligence as well as the existing mode of "integration of intelligence and command",this paper puts forward reasonable suggestion on building "integration of intelligence and command",trying to provide theoretical reference for improving and perfecting.This paper is mainly composed of six parts.The first part is the introduction.The research background and research significance,research status,research ideas and research methods of this paper are explained.The second part is an overview of public security comprehensive intelligence work.By using the methods of literature research and introducing the establishment of public security comprehensive intelligence department,positioning function,working mode,this paper finds out the existing shortcomings in the course of work,reveals the condition that present comprehensive intelligence work cannot satisfy the actual needs of public security,and seek a new work mode-"integration of intelligence and command" to come out of the dilemma.The third part is the theoretical explanation of "integration of intelligence and command".It includes the concept differentiation,characteristics and significance of "integration of intelligence and command",which is the development direction of the comprehensive intelligence department of public security.The fourth part is the theoretical basis of "integration of intelligence and command".Through combining with the basic content of Synergetics,the applicability of Synergetics in this paper is explained from the perspectives of open system,synergistic effect,self-organization and slaving principle.The fifth part is the practiceexploration of "integration of intelligence and command".First this part overview on the current situation of the development of "integration of intelligence and command".Then take the example of WuHan public security bureau QiaoKou branch,in-depth analysis of this mode realistic effect.Finally summarize the present mode's problems such as collaborative lack of breadth and depth,which leads to the important content in the next chapter.The sixth part is the construction idea of "integration of intelligence and command",which is also the core of this paper.Based on the Synergetics,the basic principles,structure framework,operation mode and guarantee mechanism of "integration of intelligence and command" are put forward.
