Study On Village Cadres' Team Building Of Changtu County

Village Cadres are the pioneers of all missions from the Communist Party and the government in rural areas.Strengthening the Village Cadres' team building influences rural areas both in the publicity and execution of policies and guidelines from the Central Committee,and in the reform,development and stabilization.Though in recent years,the quality of Village Cadres enhanced,there are still some problems,including corruption and lack of persistence and concentration,which retard the construction of New Socialist Countryside.Hence,strengthening the Village Cadres' team building is a serious mission faced with the Party Committees and governments of each level.Under the guidance of Incentive Theory and Theory of Objective Management,this article takes Village Cadres in Changtu County as research objects,applies Documentary Analysis,Field Methods and Interview Method,and analyzes the status quo of the Village Cadres in Changtu.This article points out some problems of the group in morality,ability,diligence,performance and honesty,analyzes the reasons of the problems from ideological education,promotion system,evaluation mechanism,subsidy incentives and village economic conditions,and proposes an effective path of strengthening Village Cadres' team building in Changtu from construction in ideology,ability,working,system,and honest administration.Previous researches indicate that the key point of balancing rural and urban development in Changtu and accelerating the process of building New Socialist Countryside is to strengthen the Village Cadres' team building.Moreover,the key point to strengthen the Village Cadres' team building is to establish a feasible standard system.According to the requirements for Village Cadres from the standard system,the building should base on enhancing ideological and political education,aim at promoting the group's quality,and focus on accomplishing evaluation,supervision and security system to build a superior leader team with outstanding standpoint,ability and quality,who can firmly contribute to Changtu's development to be a medium-sized modern city and North Gate of Liaoning.
