| At present,China has entered a new journey of building a socialist modern country in an all-round way and marching towards the second century goal.The report of the 20th National Congress of the Communist Party of China pointed out that the most arduous and arduous task of building a socialist modern country in an all-round way is still in the countryside.It pointed out that we should speed up the construction of a powerful agricultural country,and firmly promote the revitalization of rural industries,talents,culture,ecology and organizations.The outline of the 14th Five Year Plan also pointed out that we should give priority to the development of agriculture and rural areas,comprehensively promote rural revitalization,and put rural construction in an important position in socialist modernization.In the report of the 30th Party Congress of Ningxia Hui Autonomous Region,it was also proposed to accelerate the construction of a model area for all-round rural revitalization.The key to rural revitalization lies in people.More powerful talent support is needed to comprehensively promote rural revitalization and accelerate agricultural and rural modernization.As the organizer,executor and promoter of the rural revitalization work,village cadres are the key force for the implementation of the "last mile" of the rural revitalization strategy.They play a leading role and shoulder an indispensable and irreplaceable function and mission.At this stage,the Party and the country urgently need to cultivate a group of cadres who are politically competent,competent and have a good style of work to revitalize the countryside,achieve the goal of all-round rural revitalization at an early date,and build a socialist modern country in an all-round way.Therefore,strengthening the construction of village cadres is not only the fundamental way to improve the overall ability level of village cadres,but also an important way to provide talent guarantee for promoting the rural revitalization strategy and building a socialist modern country in an all-round way,which is of great significance.In this paper,12 administrative villages in Dawukou District of Ningxia were selected for field investigation.By using the research methods of literature,questionnaire and interview,the basic situation of the village cadre team and the specific measures to strengthen the construction of the village cadre team were analyzed in depth,and the results and shortcomings were produced,and then the countermeasures to strengthen the construction of the village cadre team were put forward.Through the investigation,we found that there are still some problems in the construction of the village cadre team in Dawukou District,mainly in the following aspects:the village cadre structure is unreasonable,the overall ability level is not high,the work enthusiasm is not high,the training intensity is not enough,the assessment effect is not obvious,the training of reserve cadres is not sufficient,the grass-roots work experience in the village cadre department is lack,and the incorruption education is not in-depth.Further analysis of the main reasons for the village cadres to select access mechanisms,training and training mechanisms,incentive security mechanisms,supervision and management mechanisms are not perfect.In view of the above reasons,in combination with the implementation goal of the rural revitalization strategy,using the public sector human resources management theory,Maslow’s hierarchy of needs theory,from the four aspects of strengthening the village cadre selection mechanism,training mechanism,incentive security mechanism and management and supervision mechanism,put forward corresponding countermeasures and suggestions,hoping to further optimize the team structure,improve the ability of village cadres Enhance the professional satisfaction of village cadres and improve the quality and efficiency of village cadres’ work,so as to provide talent guarantee for rural revitalization and building a socialist modern country in an all-round way. |
