The report of the 19th CPC National Congress proposed the implementation of the rural revitalization strategy,pointing out that the solution of "agriculture,rural areas and farmers" must be the top priority of the work of the whole Party.At present,China is at a critical stage of the transition from poverty alleviation to rural revitalization,and it is urgent to continuously strengthen basic work in rural areas and further improve the level of rural governance.Talent is the key to rural revitalization.Village cadres to work in the countryside,the first line of the "two committees",is the most direct managers in rural society,is the main part of the strategy of rejuvenating practice of rural and nerve endings,is the practice of "three rural" work one of the most important human capital,is a rural,rural talent,rural talents,talents is an important part of rural grassroots organization,Under the new situation,it is of great significance to effectively strengthen the construction of cadres in the village "two committees".This thesis takes the cadres of the village "two committees" in X County,Inner Mongolia Autonomous Region as the research object.Based on the basic analysis of the cadres’ structure,regional distribution,age structure,educational background structure and political status,Closely focusing on the main contents of the construction of the cadres of the village "Two committees",such as selection and appointment,education and training,incentive evaluation,management and supervision,service guarantee,remuneration and treatment,and development environment,the thesis analyzed the current situation of the construction of the cadres of the village "two committees" in X County through field interviews,quantitative and qualitative analysis and other methods.Summarized combed the X county village cadres of the "two committees" is not stable,the reserve talented person insufficiency,the overall quality is not strong,work enthusiasm is not high,the work style is not solid,village cadre team construction of the "two committees" in the process of cultivating the effect not beautiful,less poor welfare and development opportunities,team management is not standard is not scientific and so on the main problems,And cadre team construction work of the "two committees" in village need and village cadres of the "two committees" subject actual demand as the guidance,from the city and countryside dual structure obstacles,the condition of local fiscal constraints,insufficient recognition of leadership,policy system is imperfect,public service does not reach the designated position,management system is not sound and so on systematic analysis of the root causes of the problem,to rural revitalization of the perspective.Using human capital theory and incentive theory,from the strategic orientation,environmental optimization,system building,creating the aspects such as mechanism,targeted optimization X county,village cadres of the "two committees" candidates,training education and examination,supervision,rewards and punishments constraint of choose and employ persons,scientific management of village cadre team construction of the "two committees" countermeasures and Suggestions.
