Survey Office of the National Bureau Of Statics in Shanggao was established on October 16,2007.It was formerly the Urban Social and Economic Survey Office in Shanggao.It is a directly survey agency sent by the National Bureau of Statistics.The establishment of the survey office directly under the National Bureau of Statistics has ensured the independence of the statistical survey work and provided a strong guarantee for the central government to understand and grasp the real situation of the development and operation of the national economy.In recent years,with the deepening of comprehensive deepening reforms,the statistical survey projects of grassroots survey office have been increasing,the scope of surveys has been continuously expanded,the number of personnel has grown,the requirements for statistical surveys have been continuously improved,and the importance of performance management of grassroots survey office is becoming more and more prominent.Performance management,as an important method for comprehensively deepening reforms,transforming government functions,and improving service levels in the new era,is an indispensable means for government departments,agencies,and institutions to deepen internal management.Different from the hierarchical management of government departments,the survey office under the vertical management mode has its particularity and limitations in the performance management mode.How to do a good job in the performance management of the Survey Office of the National Bureau of Statistics in grassroots,further enhance the cohesiveness and combat effectiveness of the cadres of the grassroots survey office,providing strong data assurance for party and state decision-making is an important issue to meet the requirements of the new era,meet new challenges,and achieve new development.This paper believes that the performance management of the Survey Office of the National Bureau of Statistics in grassroots should be based on the state's efforts to strengthen the management of statistical data,clarify the responsibilities and work objectives of the unit,follow the relevant requirements of the National Bureau of Statistics and the National Bureau of Statistics at all levels of the survey office and local government for unit performance management.On this basis,by analyzing key indicators to conduct specific analysis and relatively reasonable allocation of various business tasks,refine the overall performance of the unit and implement it in all members to formulate specific performance appraisal measures,communicate feedback in a timely manner,emphasize the power of public services,and stimulate work motivation,in the end,the individual performance and the overall performance of the unit will be mutually promoted,and the performance management of the survey office in grassroots will be fully and effectively improved.Taking the Survey Office of the National Bureau of Statistics in Shanggao as an example,this paper expounds the status of the performance appraisal of the survey office in grassroots,and deeply discusses the problems and reasons of the performance management of the survey office in grassroots.It is believed that the current survey office in grassroots generally faces the post setting and the overall performance of the unit.Problems such as mismatched tasks,insufficient team cohesion,and serious waste of talents and losses have greatly affected the improvement of work efficiency and the improvement of service levels.Finally,the countermeasures and suggestions for the improvement of the performance management of the survey office in grassroots are as follows: one is to clarify the strategic objectives and establish the organizational performance;the second is to improve the assessment method and pay attention to communication feedback;the third is to improve the performance incentives and improve the competency;the fourth is to boost the vision,build the soul of the survey office.
