The Ewenki Autonomous Banner is located in Hulunbeier City,Inner Mongolia Autonomous Region and is one of the three ethnic minority autonomous banners in the country.In 2003,the Ewenki Autonomous Banner formulated and promulgated the "Ewenki Autonomous Banner Ethnic Education Regulations." In 2011,an amendment was made to the individual contents of the regulations.However,there are still some shortcomings in the current "Ewenki Autonomous Banner Ethnic Education Regulations" that can not meet the current stage.The needs of education development of ethnic minorities in the Ewenki Autonomous Banner.The right to education is an important part of civil rights,and protecting the right to education of ethnic minorities is a very important point in the protection of civil rights.The most effective way to protect the right of ethnic minorities to receive education is to legislate on ethnic education in the context of the state's increasing attention to ethnic education.The "Ewenki Autonomous Banner Ethnic Education Regulations" is the legislative protection of ethnic education in the region in this ethnic autonomous area.The study of the ethnic education legislation of the Ewenki Autonomous Banner is based on the Ewenki Autonomous Banner as the most direct participant in the ethnic education legislation.Its ethnic education legislation results are the direct and most realistic protection of ethnic minorities ' right to education in the region.The study of the "Ewenki Autonomous Banner Ethnic Education Regulations" not only meets the national development policy,but also promotes the integration of the theory and practice of ethnic minority education legislation,finds problems in practice,and improves the content of the Regulations through improvement.It is more suitable for the development needs of ethnic education in the autonomous banner.Through the improvement of the "Ewenki Autonomous Banner Ethnic Education Regulations",the effective means of protecting ethnic education are explored.The research on ethnic education legislation has profound significance for advancing the development of the theory and practice of ethnic education legislation and guaranteeing the equal realization of ethnic minorities ' right to education.On the basis of studying the"Ewenki Autonomous Banner Ethnic Education Regulations",this paper focuses on analyzing the existing problems,and at the same time activating the vitality of minority education,it also provides some new ideas for the protection of ethnic education rights in the region.It also provides a certain reference value for the development of the ethnic education legislation of the autonomous banner.This article consists of five parts:The first part,first of all,clarifies that the background of this article is based on the "Ewenki Autonomous Banner Ethnic Education Regulations" is the most direct way to guarantee the development of ethnic education in the Ewenki Autonomous Banner.Through studying the existing problems of the "Ewenki Autonomous Banner Ethnic Education Regulations”and putting forward suggestions for perfection,It is helpful to promote the development of Ethnic Education in the Ewenki Autonomous Banner,and then briefly narrate the research methods such as literature research and interdisciplinary research,and clarify the innovation points proposed in this paper.The second part,starting from the process of the formulation and promulgation of the "Ewenki Autonomous Banner Ethnic Education Regulations",analyzes the background of the "Ewenki Autonomous Banner Ethnic Education Regulations",the basis of the formulation and the main content of the regulations,and lays the theoretical foundation for the entire thesis.The third part,The article mainly analyzes the existing "Ewenki Autonomous Banner Ethnic Education Regulations",the low degree of attention to Ewenki cultural inheritance education,the imperfect regulations on ethnic vocational education,the weak faculty in remote areas,the low operability of rewards and punishments,and the lack of social supervision in the implementation of the Regulations.The fourth part,the main reasons for these problems are as follows:the legislation idea is one-sided,affected by the traditional education value orientation,the treatment of teachers in remote areas needs to be improved,The reward and punishment provisions are too principled,and the lack of social supervision consciousness.The fifth part,the author puts forward some suggestions for improving the existing problems of the "Ewenki Autonomous Banner Ethnic Education Regulations".This part includes five aspects:increasing the content of education for the inheritance of Ewenki culture,refining the relevant regulations for vocational education for ethnic groups,improving the treatment mechanism for teachers in remote areas,clarifying the establishment of reward clauses and legal responsibilities,and stimulating social supervision.
