Research On Township Letters And Visits Governance From The Perspective Of Organizational Synergy

Getting rid of the perspective of petition system and petition action on the study of letters and visits,this paper mainly studies the organization mode and the synergy mechanism of township letters and visits governance after institutional reform.Through field investigation and case analysis,this paper studies the current situation of S town's letters and visits governance,sums up its experience and problems,finds out its main influencing factors,and then constructs the organizational synergy mechanism,so as to provide a new path for the study of the petition management based on organizational synergy.This paper takes question as the direction.From the perspective of government governance,this paper makes a new exploration on how to effectively deal with the problem of letters and visits,it combines holistic governance theory with letters and visits governance,it breaks through the limitation of the fragmentation of traditional bureaucracy and new public management.And it constructs the organizational synergy mechanism of township letters and visits governance.At present,the social interests continue to differentiate.Letters and visits governance is not the responsibility of the department of letters and visits,nor the responsibility of a single government departments.In order to improve the coordination ability and make the government better respond to public demand,we need to build a system of organizational synergy mechanism based on the complexity of the petition situation.Organization synergy can solve many problems of the current grass-roots petition governance.Organizational synergy can also promote the innovation of social governance,and can provide more effective countermeasures for the government.
