Petition is one of the important channels for the grass-roots people to express public opinion and rights relief,and plays an important role in safeguarding the rights of the people and maintaining social stability.With the development of reform,various interests are interwoven and complex,and people demand more and more,among which the grassroots people’s demands occupy the majority of the total.In the chain of governance petition,the township government is in the end position directly facing the masses of the people,playing an irreplaceable role.The problem of governance of the township government not only has a long way to go,but also bears great pressure on the petition.At present,although township governments can basically achieve coordinated governance in handling the complaint reporting problem,the complaint reporting Department mechanically transfers the petition issue to the functional departments.The functional departments handle the problem according to their responsibilities.In this process,the coordination between departments often flows into form and surface,and there are often difficulties and problems caused by the complaint reporting agencies fighting alone and without assistance The direct result is that the reasonable demands of the petitioners cannot be solved in time and successfully.The petitioners lose confidence in the township government,which is contrary to the purpose of serving the people wholeheartedly.Therefore,township governments should coordinate with relevant departments to solve the problem of letters and visits,change passive disposal into active governance,change the thinking and behavior mode of relying solely on compulsory administrative orders,constantly seek good governance,and always serve the people wholeheartedly.This paper uses the method of literature research and case analysis to get rid of the shackles of research on petition system and how to solve the problem of petition,and to break out of the weak coordination between departments,and then from the perspective of department coordination,this paper focuses on how to play the role of coordination among departments in the process of handling the petition problem,so as to find a way to solve the problem of petition based on New ways of handling letters and visits by departments.Based on the theory of coordination and the whole government,this paper classifies the petition problems according to the causes and manifestations of the letters and visits.At the same time,the paper makes the road map of the problem of collaborative governance of petition according to the actual situation,and analyzes the two main modes of the coordinated handling of petition by township governments.This paper focuses on the analysis of the problems of collaborative handling of petition coordination dilemma of township governments,summarizes the performance,harm and causes of the dilemma of collaborative governance,and analyzes and certifies the two cases of cooperative failure and effective cooperation.After analyzing the problem of coordination dilemma,this paper summarizes the path to realize the problem of letter and visit of township government,in order to play a certain guiding role in practice.
