With the continuous growth of urbanization in China and the gradual expansion of urban construction area, the imbalance of the public service facilities layout becomes more and more prominent. It is necessary and urgent to improve the level of urban construction and optimize the layout of public service facilities. The " 2050 Spatial Development Strategic Plan of the Greater Xi'an Area" puts forward that the strategic planning should focus on regional development and the needs of citizens. The strategic positioning should consider improving the quality and efficiency of the city, and focus on the leading role of the Greater Xi'an Area in Northwest China. In order to improve the public service facilities system, urban and rural planning, infrastructure and industrial layout should be take into account,so that vigorously promote the integration and equalization of public services. With the acceleration of the development process of the Greater Xi'an Area, the urban construction area is gradually expanding, the urban population is rapidly increasing, the contradiction between supply and demand of public service facilities is increasingly prominent, and the rapid expansion of urban space leads to the uneven spatial distribution of public service facilities. Therefore,it is urgent to carry out research on the optimal layout of public service facilities in the Greater Xi'an Area. For the development of public service, urban public service facilities are its foundation. The distribution of public service facilities is not only related to the quality of life of residents, but also closely related to social equity. The analysis in this paper is based on the POI data of public service facilities.Firstly, factor analysis and cluster analysis are used to quantitatively analyze the allocation level of public service facilities in the Greater Xi'an Area through SPSS20 software.Secondly,ArcGIS spatial analysis method is applied to analyze the spatial agglomeration direction and characteristics of public service facilities in the Greater Xi'an Area. Finally, the factors that influenced this spatial distribution are analyzed from multiple perspectives combined with statistical data,so that provide a scientific reference for the balanced allocation of public service facilities in the Greater Xi'an Area. The main conclusions are as follows:(1)The allocation level of public service facilities in the Greater Xi'an Area can be divided into four categories: Yanta District has the highest level of public service facilities allocation.Weiyang District and Chang'an District have a relatively high level of public service facilities allocation.Beilin District,Lianhu District,Xincheng District,Qindu District and Weicheng District have a relatively low level of public service allocation. For Linwei District,Baqiao District and Yanliang District, etc.,public service facilities allocation levels are the lowest.(2)The elliptical center of the distribution of public service facilities is located in the central part of the Greater Xi'an Area, which basically moves towards the southwest-northeast direction and 77 degrees to the east, reflecting the characteristics of dense interior and sparse exterior in public service facilities.(3)The high kernel density areas of public service facilities in the Greater Xi'an Area are scattered and dotted, which mainly concentrated in Beilin District,Xincheng District,Yanta District,Weiyang District,Lianhu District,Linwei District and Qindu District.(4)The hot spots of absolute public service facilities are mainly concentrated in the main urban areas of Xi'an and Chang'an Districts in the central region, and the cold spots are distributed in Zhouzhi County,Yangling District,Wugong County,Xingping City,Qianxian County,Liquan County and Fuping County and Yanliang District in the north-east.The hot spots of per capita public service facilities are the same as those of absolute public service facilities, and the cold spots are centralized in the western part of the Greater Xi'an area, including Qian County,Liquan County,Yangling District,Wugong County,Xingping City and Zhouzhi County.(5)The maximum and fluctuation of the regression coefficient of fiscal revenue, permanent population and financial expenditure are relatively large, which indicates that these three variables have a greater impact on the spatial distribution characteristics of public service facilities. The regression coefficients of the seven indicators are positive or negative, indicating that these seven factors have both positive and negative effects on the number of public service facilities in some areas.
