Study On The Coordinated Development Of Publicservices And Its Influencing Factors In Guangdong-hong Kong-macao Greater Bay Area

It is mentioned in the outline of development planning of Guangdong-Hong Kong-Macao Greater Bay Area and the three year action plan of Guangdong Province to promote the construction of Guangdong Hong Kong and Macao Bay Area(2018-2020)that,while the economic construction of the greater bay area,it is also necessary to pay attention to the cooperation in the construction of public services,so as to achieve the goal of the development of public services in this area.However,the current uneven level of economic development and concept differences and other factors lead to obvious differences in the supply level and supply structure of public services,which has become a potential obstacle to deepen regional cooperation and the coordinated development of Guangdong,Hong Kong and Macao.Therefore,the study of the level and influencing factors of the coordinated development of public services in Guangdong,Hong Kong and Macao Bay area will not only help to fully grasp the situation and trend of the coordinated development of public services in the bay area,but also provide reference for accelerating the process of the coordinated development of public services in the bay area.In this paper,firstly,from the perspective of system and coordination,an index system and a composite system synergy model are constructed to measure the collaborative development level of public services in Guangdong,Hong Kong and Macao,and the relevant data from 2007 to 2017 are selected to evaluate and analyze the collaborative development level of public services in the region.It is found that based on 2007,the composite development level of public services in Guangdong,Hong Kong and Macao is in 2008-2017 The overall system synergy shows a good trend of steady increase,and the speed of the improvement is very fast,which shows that the collaborative development of public services in Guangdong,Hong Kong and Macao Bay area has achieved some results,and the level of collaborative development has been significantly improved.However,the current collaborative development is still at a low level in the basic collaborative stage,and there is still a lot of room for improvement in the level of collaborative development.Therefore,accelerating the improvement of the level of collaborative development of public services in Guangdong,Hong Kong and Macao is the key to achieve the new development and breakthrough of regional public services.Then,combined with the previous research results on public services and the development characteristics of the Great Bay area,the paper selects the Guangdong Hong Kong Macao cooperation agreement,urbanization rate,population density,per capita GDP and fiscal expenditure scale as the influencing factors,and uses the double difference measurement model for empirical analysis.The results show that: the policy of promoting the cooperative development of Guangdong,Hong Kong and Macao can promote the coordination of public services of all cities in the Great Bay area,which can effectively improve the efficiency of public services in the Great Bay area,but the impact will weaken year by year;the increase of urbanization rate will bring congestion and tension of public service resources of all cities,which is not conducive to the overall collaborative development of public services in Guangdong,Hong Kong and Macao;per capita G The effects of DP,population density and the scale of fiscal expenditure are not significant.Finally,based on the previous evaluation of the collaborative development of public services in Guangdong,Hong Kong and Macao Bay area and the analysis of its influencing factors,this paper proposes to accelerate the public service in Guangdong,Hong Kong and Macao Bay area from several aspects,such as the establishment of regional public service collaborative mechanism among governments,the deepening of public service supply cooperation among three governments,the establishment and improvement of social multi-party participation mechanism,and the improvement of public service supply collaborative level Countermeasures and suggestions for the coordinated development of services.
