With China's sustained economic development, the entire aviation industry growing number of people in the carriage of passengers, transport vehicles, etc. Meanwhile, Airport emergency occurs from time to time, in the disposal of these emergencies, many such rescues is not timely rescue lack of communication led to the rescue mistakes, resulting in economic losses, flight delays and other serious consequences occurred. In order to improve the airport's emergency rescue, it is necessary to research the evaluation of the emergency management about airport. Then identify its shortcomings and present targeted recommendations to council and airports, further efforts by all parties to strengthen the capacity of the airport's emergency management. And to better respond to airport emergencies, provide protection for the safe operation of safe travel passengers, airlines and airports.First, analysis and comb airport emergency management system according to the contents of four emergency management building, which is institutional, mechanisms, the rule of law and plans. Then based on civil aviation regulations and literature, airport emergency rescue case and expert advices, combined with everyday practical advice and airport frontline staff to screen out of 35 indicators, questionnaires and Entropy methods for 35 important indicators of the sort, elected the 27 key indicators to determine the index system of airport emergency management evaluation, including 27 indicators 6 indicators criterion layer factor layer. Then the index weights are determined by using the Analytic Hierarchy Process. Taking into account the emergency management evaluation airport many are difficult to quantify, a detailed index score is developed according to aviation regulations, standards and documentation. Further, the airport emergency management capacity of evaluation matter-element extension model is built by the conjugate element extension method. Finally, examples of Zhengzhou international airport is evaluated for its emergency management capacity, the results show that its level is good level, further analysis showed that the Zhengzhou airport emergency response and recovery summary capacity needs to strengthen. Finally, specific recommendations for improvements are presented about building emergency management capacity of Zhengzhou Xin Zheng international airport.The examples prove that the airport emergency management capability assessment model has better practicability. It can be used as an effective method of airport emergency management evaluation, and provide support for the Bureau evaluate airport emergency management work.
