In recent years, with the continuous progress of the construction of the rule of law in the country, the issue of citizens' compliance with the law has gradually become the focus of discussion in law circles, and has become the focus of attention of the public at the same time.Compliance with the law is the necessary behavior and attitude of citizens in the modern society governed by law.Especially in today's society regulated by law,it is difficult to act without abiding by the law and abiding by the existing social rules. In this way, abiding by the law is of great significance not only to the state and society, but also to individual citizens. The Decision of the Central Committee of the Communist Party of China on Several Major Issues of Ruling the Country by Law,adopted at the Fourth Plenary Session of the Eighteenth Central Committee of the Communist Party of China, highlights the importance of "strengthening the concept of the rule of law for the whole people" from the height of promoting the construction of a society ruled by law,and clearly points out that "the authority of law stems from the people's inner support and sincere belief",that is to say Law guarantees, and the authority of law depends on the maintenance of all the people. In order to promote the solution of the problem of law-abiding,it is often necessary for the legal system itself to regulate and guide the citizen's behavior, and then form a kind of conviction and compliance of the rule of law in its heart, which is of course for the norms of external behavior. However,in order to enable citizens to consciously abide by the law,it is necessary to make the law an inherent belief or even an inherent consciousness, although these may be a very difficult and complex process. This article is discussing such a process, and trying to find a way and method to guide and realize such a process. The first chapter of this paper defines the relevant concepts of law-abiding,including the relationship between law-abiding and law-abiding consciousness, and the relationship between law-abiding consciousness and law-abiding concept. Then it discusses and explains the current situation and reasons of law-abiding at home and abroad, and seeks a possibility of realizing the cultivation of citizens' awareness of law-abiding in China based on the comparison of Chinese and Western legal cultures. This will inevitably involve the relevant knowledge and theories of Humanities and social sciences such as philosophy, psychology and sociology. The problem to be solved is how to transfer the ideas and concepts of modern rule of law into theconcepts of Chinese people who still have strong traditional legal thinking,so as to make them easy to accept and act naturally in the process of abiding by the law.In the end, this article is to find a possibility that enables citizens to abide by the law consciously and exist in the consciousness, and find a more effective way of legal education on the premise of meeting the inherent traditional thinking and cultural consciousness of the Chinese people. In the whole legal operation mechanism, whether in the legislative, law enforcement or judicial links, find all possible and effective ways of education, propaganda and integration of the essence of some traditional ideas,so that the awareness of law-abiding citizens living in China's land can be truly improved.
