The Current Plight And Feasible Ways Of The Cultivation Of Citizen’s Law-abiding Habits In China

With the improvement of China’s economy and culture as well as the increasement of the number of Chinese citizens who travel and work abroad,part of these Chinese are criticized because of their ‘low quality misbehavior’ and this misbehavior becomes a hot issue which is widely discussed at home and abroad.Essentially,the improvement of Chinese citizens’ qualities lies in the enhancement of their law-abiding behaviors.Besides providing citizens with legal basis,laws also standardize their legal consciousness.In other words,laws impose penalty on the malicious behaviors on one hand and uphold the justice of society on the other hand.Nevertheless,we haven’t fully combine the content of upholding justice regarding citizens’ legal consciousness and law-abiding obligation and the related law legal provision in a long period of time,which leads to the fact that these citizens’ behaviors and thoughts are misled to some extent.Therefore,some groups with prejudice on our citizens greatly doubt these citizens’ qualities and hurt the dignity of the latter.From my point of view,the reason why we have this problem is the absence of citizens’ senses of obligations and responsibilities.Therefore,the relevant laws should be carried out to constrain and guide these citizens as they gain their own maximal benefits at the expense of others’ and public interests.Currently,some developed countries citizens’ have the qualified legal consciousness and enforcement agencies enforce the laws strictly.In comparison,our citizens don’t fully value constitution and laws and overly emphasize personal powers and relationships,which leads to the inefficient law-enforcement.The loss of laws’ authority means the negative effect on socials orders,which becomes a vicious circle.The effective approach of improving citizens’ quality is promoting their law-abiding behaviors,which requires that our citizens’ fully and widely recognize the justice of laws and abide by the laws on their owns.In this regard,citizens’ rules awareness and legal beliefs are cultivated in this way so that they will naturally recognize the laws instead of abiding by the laws for fearing the penalties,which means citizens are able to enjoy real freedom and meanwhile abide by the laws.This paper aims to find out the absence of our citizens’ law-abiding behaviors and the approaches of cultivating these behaviors by conducting the comparative analysis of citizens’ detailed law consciousness at home and abroad and explore the practical reasons of vulnerable parts of our citizens’ law-abiding awareness as well as the poor law-abiding behaviors.We need to enhance citizens’ legal awareness,cultivate their qualified moral conducts,value the law-abiding behaviors,purify the social environment,create sound legal atmosphere,run the party strictly,deepen the legal beliefs in the party,strengthen procedural rationality,enforce the laws in detail and strictly,control the information scientifically and reinforce the responsibilities of networks and media to solve the problems of rigid law-abiding awareness,magnifying law violation benefits as well as the constraints from behavioral mechanism of legal practices.Only in this way can we cultivate and improve citizens’ law-abiding behaviors in the general background of the all-around development of socialism with Chinese characteristics as well as the social environment of rapid economic development and the urgent need for improving citizens’ qualities and educational levels.
