Domestic and foreign scholars have rich research on the growth path of Chinese political elites since the reform and opening up.The Chinese economic miracle that emerged after the reform and opening up became the origin of the promotion of Chinese local officials.Under the historical background of taking economic development as the center task,combining the external economic environment with the personal characteristics of officials,scholars Study the growth and promotion of provincial officials,prefecture-level city officials,and county-level local officials from the perspective of philosophy,economics,and philosophy.Growth and promotion for research.On this basis,Zhou Li'an put forward the theory of the official promotion tournament,pointing out that the promotion of local officials has a championship mechanism with economic development indicators as the core.With the continuous advancement of the historical process of reform and opening up,the path of pursuing economic development alone has no longer adapted to the development status of the new era.The change of national development goals has directly led to changes in the behavior and promotion path of local officials.The central government began to change the assessment method of the heroes of the GDP theory,and gradually incorporated the indicators of environmental protection and people's livelihood into the performance evaluation of officials since 2005.The 18th National Congress put forward the overall layout of the Five-point Strategy and pointed out a new direction for the country's development line when the reform and opening up entered a new era.On the basis of ensuring sustained and healthy economic development,comprehensive consideration of ecological environmental protection,political development,cultural prosperity and social progress and many other factors have established a diversified performance evaluation system for local officials.The requirements for the construction and selection of national civilized cities are consistent with the connotation requirements of the Five-point Strategy.Under the circumstance that the central government no longer pursues economic development alone,the local officials' performance evaluation index system is further improved,and the construction of National Civilized Cities is strengthened,we focus on the National Civilized City officials,a group of local officials with distinctive characteristics,to explore the promotion logic of local officials in new construction and development periods.This article takes local officials involved in the construction of the 4th National Civilized City in 2015 as the research object,and collects the personalities,the highest education level,the term of office,etc.of 186 mayors and municipal party committee secretaries of 114 prefecture-level cities and above.Characteristic data,economic construction,national civilized city construction,people's livelihood construction,and official promotion data have also established a database of civilized city officials.Logistic regression model was constructed.Through regression analysis,it was found that with the increase of age and term,the possibility of promotion of local officials gradually decreased;the postgraduate qualifications of local officials,economic construction achievements and the results of people's livelihood construction did not increase their political promotion;The successful construction of a civilized city can increase the chances of local officials,especially mayors,gaining political promotion,and effectively explain the motivation of local governments to build civilized cities.
