The People's Livelihood Development Can Bring Official Promotion ?

In recent years,the central government has paid more and more attention to the development of the people-oriented development.The support and investment of the local government to the people-oriented development has also been increasing day by day.So people's livelihood improvement can bring local officials promotion?To this,this article takes our country 2007-2015,31 provinces and 66 cities of panel data as samples,the study of the performance of the people's livelihood,environmental performance,economic performance and official individual characteristics on the impact of promotion.The results show that the performance of the people's livelihood has a significant positive impact on the promotion of governors and mayors,and secretary of provincial party committee and municipal party committee secretary of the promotion are not significantly affected.Economic performance and environmental performance have no significant impact on the promotion of provincial and municipal leadership officials.Officials in some individual characteristic factors have significant effects on promotion.Such as age has a positive effect on the promotion of governors and mayors.The term of office has a positive effect on the promotion of the governor,the mayor and the party secretary.The greater the likelihood that the governor of the central work experience and the party secretary will be promoted.While the female party secretary than the male party secretary to promote the greater the possibility.Official promotions show obvious geographical and temporal characteristics.Municipalities,the level of economic development of the provincial party secretary is easier to achieve promotion.The mayor of the sub-provincial and provincial capitals is more difficult to achieve than the mayor of the ordinary city.While the governor and provincial party secretary in the National Party Congress is easier to achieve promotion.In order to promote the local government to further develop and improve people's livelihood,build a harmonious society,aiming at the characteristics and problems in the promotion mechanism of officials in our country at present,this paper argues that the current cadre examination and evaluation system should be adjusted as follows:setting up a scientific and rational livelihood performance indicators system;ensuring the relative stability of the official tenure;giving full play to the role of the public and the National People's Congress.
