The performance appraisal of public official is an important basis of implementing various management systems, is a very important element of service management, is an important way of selecting outstanding human resources, is an important mean of mobilizing the enthusiasm of the public official, and is an important way to improving administrative efficiency. In order for the appraisal of public official to be more objective and efficient, it is of realistic and theoretical necessity to conduct further research on the performance of evaluation system of civil servants in our country.With reference to some experience and approaches concerning performance administration from western countries, this study targets for the performance appraisal system of public official in Chifeng. Meanwhile, grounded on our current situations in this aspect, a scientific performance appraisal system of the Chifeng city is established here by virtue of Derfiel Expert Consultation, Analytic Hierarchy Process and 360-degree.The thesis is divided into five parts. The first part is an introduction; The second part for the relevant theory of performance appraisal and the relevant situation at home and abroad; The third part is the present situation analysis of the performance appraisal in Chifeng. This article has collected a lot of data of performance appraisal of public official in Chifeng. On this basis, it established Questionnaire to investigate the systerm of performance appraisal of public official in Chifeng. Then analyzed the problem and the reason of the performance appraisal of public official in the Chifeng city from the result of appraisal and the design of indicators. The fourth part is to the performance appraisal system design. The paper take the methods of Delphi Method, Questionnaire and Statistical analysis to obtained a indicators system which Contains 5 indicators in the first level, 23 indicators in the second level. As to the weight of indicators, the article uses AHP to calculate the weight of indicators step by step. The article used 360-degree to choose the main body of the performance appraisal .The fifth part is the practice analysis of the appraisal systerm. In order to ensure the running of this system efficiently, the article put forwards a series of security measures. |
