Research On Government Support System In The Development Of Social Enterprises

As an effective response to departmental failures,social enterprises have made outstanding contributions in solving the problems of marginalized groups,promoting social harmony,inspiring social vitality,and improving people's livelihood and welfare.In recent years,social enterprise practices around the world have flourished.In contrast,at present,social enterprises face many institutional dilemmas such as lack of official recognition,registration,taxation,supervision,personnel security,etc.,social environment and cultural environment are immature,their own sustainable development capacity is insufficient,and funds are scarce.It is necessary for the government to increase support for social enterprises and promote the healthy and sustainable development of social enterprises from various aspects such as system,capital and culture.In Hong Kong and Taiwan,social enterprises started earlier than the mainland,connected with the mainland,connected with blood,have similar social and cultural foundations,analyzed the status quo of social.enterprises in Hong Kong and Taiwan,and learned from the beneficial components of their government support system.It will provide more portable development experience for social enterprises in the mainland.Firstly,through the combing of the literature,this paper gives the definition of concepts related to social enterprise and government support system.Then,by analyzing the characteristics of the special organizational form of social enterprise,it finds the flaws of its current stage development,and explores the role and direction of government.Build a government support system.Drawing on Sanchez's principle of dividing ten social enterprise policy tools,starting from four aspects:system,capital,cultural environment,and capacity building,explore and analyze the government's support strategy for social enterprises,and at the same time,sort out social enterprises in the mainland.The development situation and the current status of the government support system,find the current difficulties faced by the development of social enterprises in the mainland,from the four perspectives of system,capital,culture and capacity training,to explore the inadequacy of the government support system for the development of social enterprises in mainland China.Observe the support strategies provided by the Hong Kong and Taiwan government to the social enterprises in the above four aspects.By comparing the institutional and realistic factors of dif-ferent operational paths between the three sides of the strait,screening the support strategies suitable for China's situation,and drawing the support system construction and implementation suggestions for promoting the healthy development of social enterprises in mainland China:First,constructing the social enterprise institutional framework,including the certification system,tax incentive system,personnel security system,supervision system,etc.Second,build a social enterprise capital cycle chain,including special start-up funds,optimize procurement programs,and open up multiple financing channels;third,cultivate social enterprises to develop cultural environment It includes cultivating charitable philanthropy concepts and strengthening theme propaganda.Fourth,tapping the self-development potential of social enterprises,including strengthening professional talent training and building a cross-border cooperation platform to help the development of social enterprises in mainland China.
