Research On The Implementation Of TPA Policy In Kongcun Town Of Jinan City

In 2013,Xi jinping first proposed the concept of "TPA" during his research in western hunan.Accelerating the pace of poverty alleviation is crucial for China as it enters a deep-water stage of reform and development.China's poor population is mainly concentrated in rural areas.In view of the current situation of "difficult to tackle" poverty alleviation work,the party and the government have positioned poverty alleviation policies from the perspective of "precision",making relevant poverty alleviation policies more targeted.The township level is the forefront of the implementation of TPA strategy,and the effect of TPA in township directly relates to the success or failure of TPA in the whole country.In this context,it is of great significance to realize the target of TPA policy to analyze and explore the existing problems and causes of TPA in township and put forward countermeasures and Suggestions for improvement.In the process of implementing the TPA policy,Kongcun town of Jinan city innovates the implementation strategy of the targeted poverty alleviation policy,guide the establishment of social poverty alleviation funds.On the one hand,to perform at the grass-roots level execution strategy to increase the "discretionary"subject choice space.Social poverty alleviation funds as interest group participation in precise poverty alleviation policy implementation,to broaden the target group and the executive main body of communication channels,met the target group within the prescribed scope of differentiation,promote the realization of policy goal.On the other hand,in the multi-body governance,the government plays a leading role,absorbs non-institutional social poverty alleviation forces to participate in the implementation of the policy,and the government coordinates and balances the development towards good governance.The innovative practice of kongcun town in jinan city can provide certain reference for other towns.On the basis of policy implementation theory,governance theory and stakeholder theory,this paper selects kongcun town in jinan city as the research object,and USES methods such as literature research,interview and case analysis to find out the contrast between the "reality" of the implementation of TPA policy and the "ideal" of TPA.The reasons are analyzed as follows:the TPA policy itself is not perfect,the strategic and activist nature of policy implementation,policy enforcement affects how resources are used,and the effect of interest groups on the policy implementation etc.It puts forward countermeasures and Suggestions for improving the implementation of TPA policies in township,and summarizes the implementation experience of TPA policies that other township can learn from,so as to apply appropriate medicine to the specific situation and achieve the goal of not falling behind on the road to a well-off life.
