After the party's 19th National Congress on the rural revitalization strategy,China's rural development has entered a new era.The key to rural revitalization is people.The rural grassroots cadre team is one of the most important players,and its significance is extraordinary.Large number of rural cadres,is a special group that is in direct contact with the general public,both rural and administrative features,and it is the product of the grassroots election and the appointment of superiors.The level of ability and quality of rural grassroots cadres and structural differences not only affect the image of the party and the government in the grassroots,but also the development of various rural undertakings.The team building of this special group is complex and diverse,and the problems are layered.There are still many problems that need to be explored and improved.The problems in the rural grassroots cadres have affected the implementation of the rural revitalization strategy.As the most direct participant in rural revitalization,it is a long-term and arduous task to strengthen the construction of rural cadres.Under the background of rural revitalization strategy,it is of great research value to study how to promote the implementation of rural revitalization strategy through team building from the perspective of rural cadre team building.This paper takes the rural grass-roots cadres in Tai'an High-tech Zone as the research object.The research object is the cadres who work directly at the village level and undertake the tasks at the village level,namely the village"two committees"cadres.Through questionnaire survey and inductive analysis,combined with the actual situation,the paper finds out and summarizes the current situation and existing problems of rural grass-roots cadres,systematically summarizes the existing problems in the construction of rural cadres from the aspects of management mode,inadequate capacity,irrational structure and lack of reserve force,and analyses the causes of the problems,including the weak supervision system.The lack of theoretical learning and education,the weakening of self-improvement,the negative impact of external environment and traditional culture,etc.Especially in improving the selection mechanism,strengthening the training,assessment management,incentive guarantee and other aspects,put forward targeted measures:building and improving the selection mechanism of rural cadres,establishing a talent reserve mechanism,broadening the channels of selecting candidates,defining the objectives of selecting candidates,serious election discipline;doing a good job in the training of village cadres,innovating training mechanism,optimizing training effect;improving the management assessment mechanism;We should implement regional management,double-assessment system,standardize and restrict village cadres'political behavior,improve incentive and guarantee mechanism,and stimulate endogenous vitality.The object of this study has a certain representativeness,through this study can provide certain reference and experience for the construction of rural grass-roots cadres.
