| Village cadres in poverty alleviation are the backbone of targeted poverty alleviation and poverty alleviation,and their competence plays a very important role in poverty alleviation.How to determine the ability of poverty alleviation cadres in villages to achieve excellent performance,and how to evaluate the competence of poverty alleviation cadres in villages,these should become topics that the local government and poverty alleviation cadres in villages themselves should pay attention to.Nowadays,the field of competency research is constantly being refined and deepened.This research takes the poverty alleviation cadres in Hotan area as the research object,combines the literature research results and actual conditions,and uses scientific methods to model.After verifying the model,the final Obtained the competency model of the village cadres for poverty alleviation in Hotan area,based on this,put forward the application research on the competency model of the village cadres for poverty alleviation in Hotan area,hoping to help the poverty alleviation cadres in the village to improve their own quality and work efficiency.Based on reading a large number of competence documents on the competence of domestic cadres in villages,this research first sorted out the domestic and foreign research results on competence,competency models,and competencies of poverty alleviation cadres in villages,and summarized the theoretical basis of the research.Analyze and summarize the competency characteristics through literature analysis and behavioral event interview methods,design items and compile questionnaires;secondly,based on the pre-investigation,select eleven poverty alleviation cadres in villages in Hotan area to issue questionnaires,The results are qualitatively and quantitatively analyzed,and the model verification is completed through the structural equation model;thirdly,a poverty alleviation station in Hotan area including six factors including work ability,learning ability,political quality,execution ability,cognitive ability and comprehensive quality is constructed.The competency model of village cadres;finally,based on the competency model,six factors such as work ability are used as the first-level indicators,and the twenty-five competency characteristics contained in the six factors are used as the second-level indicators to construct the poverty alleviation station in Hotan.The competency evaluation index system of village cadres uses analytic hierarchy process and fuzzy comprehen sive evaluation method to realize the application of competency model,which provides a scientific,objective and quantifiable evaluation method for the competence evaluation of village cadres in Hotan area. |
