The research is composed of two investigations and one experiment with the purpose of learning the cadres' competency model of normal schools' classes and league committe, and to study whether their competencies can be improved or not through training. Investigation 1 tells us that the cadres of class and league committee in normal schools should have 33 items of basic qualities including creativity and so on. Ivestigation 2 makes us know that there are certain differences between the viewpoints of head-teachers and students on excellent cadres of class and league committee, but it is not very obvious. Integrating head-teacher and students' opinions, we can learn that the cadres' competency model of class and league committee in normal school should be consisted of 17 items of competencies, according to their different importance, which are like as: (1) self-confidence, (2)initiativity, (3)active pursuing, (4)independent working ability, (5)prestige, (6)sense of responsibility, (7)communicating and harmonizing ability, (8)psychology bearing ability, (9)organizing and managing ability, (lO)communicative ability, (ll)problem-solving ability, (12)resolution, (13)students work coordinating ability, (14)language expressing ability, (15)optimistic, (16)being good at devoting and (17) flexibility. Conclusion of experiment: By special training, the cadres' competencies can be improved , while some factors even occurs obvious or extremely obvious difference; but the experiment result also reminds us the improving process of the cadres' competency is quite slow. As a result, head-teachers should build up an idea of long-term and diversified training.
