Research On Police System Reform Under The Background Of Smart Policing

The nineteenth major report of the Party points out that it is necessary to sstrength the constraction of social govermance system and primote the modernization of socila govermance system and capacity.The construction of "Intelligent Police" is an important means for the public security organs to carry out the development strategy in the new era.It is a measure to reform the policing mode under the background of big data,which is conducive to strengthening social coordination and public participation in public security work,and improving the level of intelligence,modernization and specialization of public security organs to maintain social tranquility.Intelligent Police refers to a new type of policing model that intelligently responds to various needs,including social security and management,crime prevention and control,through the use of a new generation of information technologies such as cloud computing,networking,communications and decision analysis optimization to sense,analyze,and integrate key information in policing efforts.The development of police mode is bound to lead to the reform of institutional mechanism.As for intelligent policing,the information construction of public security organs only provides technical support at the level of science and technology.In order to make information really play a role,it is necessary to have the corresponding institutional mechanism and supporting policies to match.The integrity,sharing and service of intelligent police have challenged the current police system in China,and we need a new type of police system that is compatible with the intelligent policing model to ensure that science and technology takes root.The research topic of this paper is the reform of China's police system under the mode of intelligent police,aiming at combining intelligent policing with the police system.This paper is on the basis of thinking about the impact of the intelligent police model on the police system and analyzing the drawbacks of the current police system in China.The aims are to find out the disadvantages of existing police system and the mismatch.We should reform the mismatch and try to explore practical reform measures.Based on this idea,the research structure of this paper is as follows: The first part expounds knowledge of intelligent police from the macroscopic point of view,mainly introduces the concept,elements,system structure of intelligent police and the present situation of its development in our country.Because elements are closely connected with the system,this paper introduces the constituent elements of intelligent policing emphatically.So we can comb out the unsuitable place of current police system and intelligent police to take the seat and improve the relevance of institutional reform.The second part introduces knowledge of the police system,starts with the concept of the police system,explains the contents of the police system,analyzes the characteristics of the current police system in China,summarizes the shortcomings of the current police system in China.It is theoretical basis for the construction of the reform system in the latter text.The third part starts from the relationship between police reform and the development of police system,combined with the characteristics of intelligent police,combs the influence of intelligent police on all aspects of police system,analyzes from the functional allocation,organization,division of authority and command mechanism to construct a theoretical framework for reforming the police system.The fourth part starts from the principles and theories that need to be adhered to in the reform of police system,combines with the development status of intelligent police in different regions of our country and considers the intelligent policing and administrative divisions of our country to put forward the idea of implementing different police system in different administrative regions.Moreover,this part combines the elements and characteristics of intelligent policing and makes use of the disadvantages of the existing police system.So we can reform the division of powers,the transformation of functions,the division of police categories,the establishment of institutions,the fund guarantee and so on,so as to establish a police system in line with the development of intelligent police.This paper attempts to establish a model of analysis and research that is “intelligent police--police system--relationship--reform”,in order to have a deeper understanding of the development of intelligent policing under this model and make a useful reference for the future reform of the police system.
