Research On Optimization Of Complaint Handling Mechanism Of Urban Management And Law Enforcement

Decades of reform and opening-up in China,with the accelerating urbanization process,people's living standards improve at the same time,the resulting pressure,contradiction in urban management is also growing,on the other hand,as the public consciousness to strengthen by complaints reflect demands,maintain the rights and interests,is an important channel of social public participation in government behavior and the commonly used method.Urban management work due to the complex management covers all aspects of urban life,and there are salient conflicts in the process of our law enforcement,so in the field of administrative law enforcement of city management to produce all kinds of complaints content varied,a huge number.Handling the public complaints about urban administrative law enforcement plays a very important role in timely responding to public needs,easing and resolving social conflicts.However,the current domestic research on urban management field is mainly urban management law enforcement problems and difficulties of research,the study of administrative law enforcement of urban management field complaint handling is very lack,so the formulation and optimization of administrative law enforcement of urban management complaint handling mechanism has not only improved the public participation and the practical significance of the urban management function into full play,but also has rich theoretical significance in the field of study.Based on this,this study aims to optimize the administrative law enforcement complaint handling mechanism of urban management.By sorting out the literature and materials,based on the existing studies of other scholars,this study is carried out from the perspectives of summarizing the current situation,case analysis,finding problems,analyzing reasons and putting forward Suggestions.Firstly,starting from the definition of urban management and administrative law enforcement,and based on the new public service theory,public participation theory and service-oriented government theory,Secondly,an example of complaint handling mechanism of Panzhihua East District Urban Management And Law Enforcement is analyzed.This mechanism is unified deployment and redistribution to specific departments according to the content.By tracking the operation effect of the mechanism from thetwo aspects of completion rate and satisfaction,this paper reflects on the problems existing in the complaint handling mechanism of Panzhihua East District Urban Management And Law Enforcement in the unscientific complaint acceptance procedure,the inadequate implementation of the handling work and the imperfect supervision and assessment system.At last,through analyzing on the problems existed in Panzhihua East District Urban Management And Law Enforcement complaint handling mechanism of internal and external causes,and conclude that optimize the administrative law enforcement of urban management complaint handling mechanism need to perfect the system of power,establishing rules and regulations,strengthen personnel training,strengthening the incentive evaluation,perfect the supervision mechanism,and promoting social work and other aspects of the proposal.
