Research On The Optimization Of The Comprehensive Administrative Law Enforcement Mechanism For Urban Management In Qingzhen City

With the acceleration of China's urbanization process,the gradual expansion of urban population,Urban management has gradually been widely concerned by the public.The Third Plenary Session of the 18 th CPC Central Committee made it clear that "modernization of national governance system and governance capacity" is the overall goal of comprehensive deepening reform in the new period,refined urban management is an important manifestation of modernization of governance capacity.Qingzhen,as one of the pilot areas of the reform of urban law enforcement system in Guiyang,Guizhou Province,it can basically represent the comprehensive administrative law enforcement level of local urban management,but it is limited to the low level of urban planning and construction in the past,and its "urban diseases" are still high.This paper takes Qingzhen as a sample,from four aspects: law enforcement subject,law enforcement object,law enforcement carrier and law enforcement effect,using literature analysis,questionnaire survey,field research,case analysis and other methods,to optimize the urban management comprehensive administrative law enforcement mechanism of Qingzhen.This study is divided into three stages.The first stage is to summariz and sort out the existing research,Clear the background and significance of the topic,By defining the concept of comprehensive administrative law enforcement in urban management,Explanation of holistic governance theory,government regulation theory and other related content,for the study of this paper to lay the theoretical research foundation;The second stage of empirical research and analysis,through collecting data to analyze the current situation of law enforcement subject,law enforcement object,law enforcement carrier and law enforcement effect of Qingzhen's urban management comprehensive administrative law enforcement mechanism,through on-the-spot investigation,questionnaire survey and case analysis,This paper sorts out the problems existing in the current comprehensive administrative law enforcement mechanism of urban management in Qingzhen city,such as insufficient inter-departmental law enforcement coordination,serious conflict behavior of administrative law enforcement,single law enforcement means and low efficiency of administrative law enforcement,and finds out the main reasons one by one;In the third stage,based on the empirical analysis of the second stage,combined with the actual situation of Qingzhen,the optimization path of the comprehensive administrative law enforcement mechanism of urban management in Qingzhen is put forward one by one,that is to scientifically straighten out the relationship between powers and responsibilities among departments,strengthen the supervision of internal and external law enforcement activities,strengthen the construction of law enforcement information,strengthen the construction of law enforcement team specialization.
