Study On Public Participation In Urban Management Law Enforcement

As an important part of the study of public management, public participation is increasingly attention. The diversification of the economy and the political democratization development promotes the public autonomy.The government needs to consider the interests and desires of the public more than ever in city management.The public participation becomes an important way for the government to solve the problem.In this paper, based on the new public management theory, the governance theory,the new public service theory,and the public participation theory,the author tries to elaborate the theoretical basis of the public participation in city administration and law enforcement.And he tries to explore the analysis of the existing problems and cause analysis. To put forward the principle and the establishment of supporting system of the public participation in city administration and law enforcement according to the experience of Yinzhou District is his final efforts.This paper is divided into four parts to research.The first part is about the analysis of the public participation in urban management and law enforcement theory. The basic concepts of the urban management and law enforcement and the public participation will be introduced. The he public management, the new public service and the public participation related theory will be introduced too.The Theoretical logic of the public participation in urban management and law will be simply described.The role of this part is to lay the theoretical foundation for the following expansion.The second part is about the empirical analysis of law enforcement by public participation in Yinzhou District. The author detailedly introduces the cases of the public participation in urban management and law enforcement about Yinzhou District. Some experience and enlightenment of the public articipation in urban management and law enforcement will be summed up.The third part is about the problems and causes existing in public participation in Yinzhou District urban management and law enforcement. The author analysis the various problems and reasons of the public articipation in urban management and law enforcement,and provide the theoretical and factual basis.The fourth part is about the countermeasures to expand and improve the public participation in urban management and law enforcement in Yinzhou District. The various specific measures will be proposed through the analysis of the causes of the problems to form a good situation of public support for the city management of administrative enforcement work.
