The Theory And Practice Of The 18th CPC National Congress On The Opening And Development Of The Party

The new concept of opening up and development proposed at the fifth plenary session of the 18th CPC central committee complies with the strategic trend of faster and deeper integration of China's economy into world economic development,and formed a mutually beneficial cooperation pattern of deep integration.Through literature research and analysis and induction,this paper studies the theoretical and practical value of open development for China's development,and constructs a more complete structural system on open development,and puts forward three ideas on how to further promote China's opening and development.The theory of open development has a deep historical origin,which is mainly reflected in Marx and Engels' thoughts on the necessity,double effect and importance of socialism.Based on the development of Soviet states,Lenin and Stalin discussed the inevitability and possibility of open development,the ways and forms of open development and the principles of open development.Guided by marxism,MAO zedong covered the theory of open development in politics,economy,culture and other related fields.On the basis of MAO zedong thought,deng xiaoping put forward the "three steps" strategic thought of opening up development.Jiang zemin further demonstrated the necessity of China's open development from the perspective of "the world is interdependent and the world is diverse".Hu jintao proposed expanding the scope and depth of opening-up and improving the level of an open economy.Since the 18th CPC National Congress about the theoretical innovation of open development includes three aspects:first,"How to raise the open development to the concept of development",to grasp the development trend at home and abroad,unifying domestic economy and opening to the outside world,and resolutely safeguard and develop an open world economy;second,"Building 'Community of shared future for mankind' as an open development goal",from "learning","use" to "community of shared future for mankind "which is to create win-win cooperation in the new international relations and international order,and fully play the role of Chinese culture in building the Community of shared future for mankind;third,"Open is not finished",China will show the world that China's door will never be closed,it will only open wider and wider,and will achieve a deeper level of open development in a wider range of areas.Since the 18th CPC National Congress about the theoretical innovation of open development includes four aspects:first,the construction of the new system in the open development,foster new advantages of China's cooperative competition,create a new situation of open development,improving the environment of foreign investment,improve the mechanism for win-win cooperation,and promote the opening of China's financial;Second,"The Belt and Road" initiative which has established China's four financing platforms and six economic corridors,and create an era of "going global" 2.0 for China's economy.Third,the establishment and promotion of China's four major free trade test area,which has promoted the opening of China's modern service sector;Fourth,From participation to active participation in global governance,construction of international economic organization,international economic rules and so on.These fruitful achievements are actively promoting the great process of China's opening-up and development.Facing the changing situation both at home and abroad,China needs to further summarizes the experience of open innovation development of the new system,in a further reflection on the purpose of the "market for technology" to enhance China's capacity for independent innovation,consolidate the foundation for the development of the China open in further innovation,summarizes the good forty years development experience,the opening of open innovation development of systems and mechanisms,to speed up the construction of an innovative country in China,foreign national treatment,maintain good business environment,perfect the open development of laws and regulations,cultivate a good public opinion environment for the development of open,in order to further promote the development of China's opening.
