Research On The Government Responsibility In The Protection Of The Rights And Interests Of "Lost Families"

Since the two-child policy was fully implemented in 2016,the vulnerable group "losing their only child" has attracted much attention from the society.As they gradually enter the old age,they are generally faced with low economic income and insufficient rights and interests protection in pension and medical care.Strictly implement the family planning policy in 1980 as "home alone" with indirect causal relationship,the government should be for the sacrifice of citizens' reproductive rights lead to assume corresponding responsibility "home alone",at present our country government for lack of the rights and interests of this group security system,based on the rights and obligations are consistent principles,based on the theory of human rights and social vulnerable groups,governments should assume responsibility for "home alone" rights and interests safeguard.Although the government has tried to explore this aspect in recent years,such as increasing the subsidies for families with only child casualties and providing some community assistance regularly,they have not solved the worries of this group from the root,treated the symptoms rather than the root causes,and failed to build a macro social security system,not to mention the lack of corresponding legal basis."Lost only child family" is a social problem,which requires the country to improve relevant laws and regulations,improve the social security system of "lost only child family",guide the participation of all sectors of society,and formulate corresponding safeguard measures from the perspective of government responsibility to help "lost only child family" to actively cope with and get out of the shadow.The thesis consists of five parts.In the first part,introduction,which mainly introduces the origin and significance of the research on the "lost only child family".Specifically,this paper adopts the research method of literature analysis and quantitativeresearch method to analyze and construct the government responsibility in the protection of the rights and interests of the "lost only child family".The second part analyzes the connotation and extended definition of the "lost only child family" and the causes of the formation of this group,as well as the realistic dilemma faced by this group.The third part expounds the general theory of government responsibility and discusses the theoretical basis of government accountability from the perspective of constitutional law and human rights law.The fourth part presents the lack of government responsibility for protecting the rights and interests of the "shidu family".The fifth part proposes ways to improve the protection of the rights and interests of the "shidu family" by aiming at the manifestation of the lack of government responsibility,so as to ensure the return of the government responsibility for the protection of the rights and interests of the "shidu family" and protect their life.
