The Theoretical And Practical Research On The Party's Construction Of The New Relationship Between China And Europe Since The Eighteenth CPC National Congress

The report of Eighteenth CPC National Congress puts forward the important proposition and strategy of building a new great power relationship.China and Europe,as the two major force in the world,have a global,strategic and exemplary role in building a new great power relationship between China and Europe.From a macro perspective,this paper aims to sort out the theoretical innovation and practice process of Sino EU relations since eighteen,and analyze the challenges faced by future bilateral relations and seek further development path.The relationship between new powers in China and Europe has profound implications,namely,the four major partnerships of "peace,growth,reform and civilization",and its scientific basis includes three aspects:theoretical basis,realistic basis and historical experience.It is not only inherited the Marx doctrine theory,from Marx and Engels and Chinese Communists exploration achievements;it is also the understanding of the theme of the times and the international situation is fully rational and profound understanding of the actual development of China,is the positive response to "China threat";it is our country foreign exchange experience and the historical experience of exchanges between China and the EU.Since the Eighteenth CPC National Congress,our party's theoretical innovation in building the relationship between new powers in China and Europe has been manifested in three aspects,namely,the new orientation of the new great power relations between China and Europe,the new exposition of the strategic goals of Europe and the new judgement of the future development of China EU Relations.It includes the new orientation of China's relations with the European Union and its core member countries.The eighteen previous and future European strategic objectives are discussed,and new judgments on bilateral economic and trade cooperation,high-level interaction,international affairs cooperation and the prospect of new platform construction are made.Since the Eighteenth CPC National Congress,the practice course between China and Europe is reflected in two aspects:one is the conventional field of deepening cooperation,including the structural upgrading of economic and trade cooperation system and stable mechanism of political cooperation and close cultural exchanges,expanding global cooperation,continue to strengthen the strategic interaction;the two is to actively promote the construction of a new platform.Including the Innovative cooperation,"green" cooperation,urbanization cooperation,legal affairs cooperation,and "blue" cooperation.These fruitful results have promoted the strategic upgrading of China EU cooperation relations.The future development of China-EU relations will face multiple challenges,such as the European Union to rise,the United States China strategic doubts factors,bilateral economic and trade relations in the contradictions and frictions persist,the EU system and its structure of challenges,both historical and cultural traditions and values inherent differences.In order to promote the further development of China EU relations,and proposes some suggestions,including top-level design from the strategic height to promote the deployment of field practice and deep;improve relevant laws and regulations in order to enrich the content of the policy;diplomatic strategy to enhance cooperation mechanism innovation vigor;balance the pros and cons to rational choice,create conditions to build a platform to adjust according to the changing situation;the new foreign policy to correctly handle the problem.
