Innovation is the primary driving force of leading development,and the development of innovation ability cannot be separated from the support of university innovation ability.The on-duty scientific and technological achievements of university research teams are exactly where the scientific and technological achievements of universities are highlighted.However,China's universities are now faced with an embarrassing problem,that is the increasing on-duty scientific and technological achievements of universities do not have an equal relationship with the transformation ability of scientific and technological achievements.The transformation rate and industrialization degree of scientific and technological achievements are very low,and a large number of scientific and technological achievements have been neglected,resulting in that the investment of scientific research resources in Chinese universities has not produced the expected economic benefit rate and social reporting rate,resulting in the extremely low utilization rate of scientific and technological resources and even state-owned assets.The results of the transformation of scientific and technological achievements in domestic universities are not ideal.Because it is the right of achievement of science and technology of duty college belongs to not clear.Since Southwest Jiaotong University carried out the reform of mixed-ownership of university scientific and technological achievements in 2016,it has greatly promoted the transformation of college scientific and technological achievements.This paper takes this as the research object and combines with the practice experience to analyze this new way of identifying the ownership of college scientific and technological achievements.This paper is divided into six parts.The first part briefly introduces the dilemma of the transformation of the scientific and technological achievements of universities in China.And the Academia and practice views of the mixed-ownership system of scientific and technological achievements.To clarify the research ideas and innovation points.The second part clarifies the concept of mixed-ownership of college scientific and technological achievements and further analyzes the particularity of college scientific and technological achievements.And introduces the production,development and practice of the mixed-ownership of university scientific and technological achievements.The third part is the theoretical focus of this paper.The mixed-ownership of university scientific and technological achievements' core is the attribution of scientific and technological achievements not clear.Therefore,the ownership system of Chinese scientific and technological achievements is compared with that of the United States and Germany.Thefourth part briefly summarizes the advantages of mixed-ownership of university scientific and technological achievements compared with that of Shanghai and Beijing.Namely the reasons for the implementation of mixed-ownership of university scientific and technological achievements.The fifth part combines the practice of mixed-ownership of university scientific and technological achievements.And makes clear the obstacles to implementation this system.The sixth part puts forward suggestions for implementation this system.In a nutshell,the mixed-ownership is the most effective way to promote the transformation of university scientific and technological achievements,but there are still many obstacles to the implementation.It needs to be further improved through practice,in order to play a better role in promoting the transformation of university scientific and technological achievements.
