Abstract/Summary:
In recent years,our country has increasingly emphasized regional integration and high-quality development,and the central government has approved many plans of the development of metropolitan coordinating regions.Metropolitan coordinating regions paly a positive role in resources sharing and complementary advantages within the region,so it’s necessary to plan and build the metropolitan coordinating regions well.Given the construction of metropolitan coordinating regions cannot be separated from the cooperation and interaction of local governments within the region,this thesis aims to clarify the different behaviors of local government members in the cooperation and interaction of metropolitan coordinating regions,as well as the overall development trend of metropolitan coordinating regions affected by these close or loose cooperation and interaction.This is significant to the benign cooperation between relevant local governments,the integration and high-quality development of metropolitan coordinating regions,and the construction of megalopolis.To achieve those research purposes above,this thesis takes the social capital theory as the theoretical basis,and comprehensively uses the case study,the social network analysis and the content analysis,and selects Nanjing metropolitan coordinating regions as the case to study.This thesis makes a general grasp of the basic situation of Nanjing metropolitan coordinating regions,and sorts out its development vein,and finds that it has these characteristics: cross provincial boundaries,overlap with other metropolitan coordinating regions,and have plenty of members.At the individual level,this thesis analyzes the cooperation and interaction behaviors of local governments in Nanjing metropolitan coordinating region by centrality analysis and structural hole analysis,and finds that Nanjing occupied an unassailable core position in the cooperation and interaction network of Nanjing metropolitan coordinating region,cooperated and interacted with other members most frequently,had rich social capital,which was conducive to its own development.Maanshan,Chuzhou and Wuhu took similar positions in the cooperation and interaction network,and were in the second tier,and actively participate in cooperation and interaction,so they obtained much social capital.Zhenjiang,Yangzhou,Huaian and Xuancheng participated in the cooperation and interaction within the metropolitan coordinating region less frequently,and they were in a marginal position with insufficient social capital,so they lacked ability to benefit from the construction of the metropolitan coordinating region.At the overall level,this thesis analyzes the inter-governmental cooperation and interaction within the whole Nanjing metropolitan coordinating region by density analysis,centralization analysis and cohesive subgroup analysis.It is found that the cooperation network density of the whole Nanjing metropolitan coordinating region was 0.36,with insufficient social capital and great room for improvement.Meanwhile,this network wasn’t over-dominated by the core cities,and there were three subgroups in it: Nanjing,Zhenjiang and Yangzhou formed a subgroup;Nanjing,Maanshan and Chuzhou also form a subgroup;Wuhu,Maanshan and Chuzhou formed another subgroup.To improve the level of cooperation and interaction among government members of Nanjing Metropolitan coordinating region and construct it better,we should enhance inter-governmental trust to enhance overall cooperation and interaction;improve Nanjing’s economic strength to play its leading role;coordinate urban spatial forms to seek the harmonious development of the whole region;strictly control new members to join to control the size of the metropolitan coordinating region.
