Community Development And Government Function In Governance

The relation between government and community is regarded an important variable influencing both social governance and good governance.The traditional manifestation of government-community relation used to be an emphasis on either government or community,bringing about either over-autonomy or administerization.At present,the key to a sound community development and a positive government-community relation lies in a clear understanding and an effective implementation of government's role and function.Within the frame of collaborative cooperation between state and community,this research first offers a case study of the emergence and evolvement of three kinds of rural elite councils in Shaoxing based on the theory of collaborative governance and good governance.Then,the research discusses the development and function of community organizations in governance,followed by an analysis of the role and function of government in community development.Finally,with the support of above parts as theoretical basis,the research strives to enrich the content of collaborative governance by putting forward solutions on a positive interaction between the government and community.This research is composed of six chapters,the first of which explains the origin,significance and approaches of the research with some related concepts and basic theories.After an introduction to its content and components in Chapter Two,Chapter Three is a historical study of community development within the perspective of shift of governing subjects.Chapter Four focus on the emergence,evolvement and effect of three kinds of rural elite councils in Shaoxing,followed by an analysis of the role and function of government in community development.The research comes to a conclusion in Chapter Six,in which the author strives to enrich the theory of government-community interaction by analyzing the relevance of government to community development in terms of the conditions,models and influencing factors of the government-community interaction.The results of this research are listed as follows.To begin with,the emergence and development of community organizations is the core component of community development with a positive correlation between its development,function and organization structure,government function.Next,as an important role in the growth of community organizations,government needs to keep a balance between several antitheses,namely,action with inaction,advance with recession and guidance with dominance.To be specific,the "action" includes government's encouragement of the diversification of social governance by nurturing diverse governing subjects with strong support,giving guidance to community organizations on how to run in a normal manner and responding to the diverse subjects in their interests,while the "inaction" indicates that the government is not supposed to interfere in the independent consciousness of the governing subjects,to impose restrictions on the scope and form of the governance,nor to meddle in the comments and feedbacks of the public on the governance.The "advance" includes the promotion of the government in ideological guidance,organizational leadership,platform construction and weakness remediation,while the "recession" means that the government is supposed to relinquish the social affairs that can be solved by the public,to relinquish the routine business that the public is qualified to handle and to relinquish the social relations that is beyond the ability of the local government.The "guidance" includes the guidance on the orderly participation of governing subjects in governance,on the public's consciousness of independence and ration,and on the public quality of social governance,while the "dominance" indicates that the government is supposed to maintain dominant position in the community organization's outlook on development,the standard procedure of the organization construction and rights and obligations of social subjects.In the third place,a positive government-community interaction,conditional in community development,contributes to a better-governed society and the realization of "good governance".The interaction between government and community,in the course of which the social organization structure and the function of government play an important role,offers a new perspective on the innovation of social governance.
